The permittee has disconnected the system and the system no longer has capacity to discharge to the outfall. The permittee has also submitted an NOI for the construction of a AS/VE deemed permitted system to continue treatment of the remaining plume constituents. However, have the avenues of flow to the outfalls been sealed so no flow can travel through the outfall channel? Also, all associated wells need to remain open so they can be utilized for the AS/SVE system. Hello Maribeth, The old treatment system will need to be adequately disconnected so that discharge from the old pump and treat system can no longer occur. Please notify our office once the old system has been disconnected and email photos of the disconnected treatment system. Once we receive the documentation of the disconnection, we can recommend the rescission of the permit. Hello Ms. Hughes, Please submit a Notice of Intent to Construct (NOI) request for the deemed permitted Bio-Sparge system to Mr. Mike Rogers in the UIC permitting office of the Division of Water Resources for the construction of the Bio-Sparge system. These permits are issued from our Central office in Raleigh. Mike can be contacted at ' michael.rogers@ncdner.gov. Please have our consultant submit the NOI including the number of well points and a diagram of the treatment system. Once we receive the approved permit for the Bio-Sparge system, I will advise Charles Weaver that we will agree to rescind the current Pump and Treat permit. Mr. Watson — In late 2018 Colonial prepared a CAPA for incident #6162 and submitted it to the Department. That CAPA was approved on 11/7/18. However, prior to implementation of the CAPA, there was an incident on 12/31/2018 at the Charlotte Delivery facility (the release associated with Tank Line 762). It was decided, in conjunction with the UST group of NCDENR, to revisit the approved system defined within the CAPA to determine if it would address/impact both the original remediation effort being performed by the existing pump -and -treat (P&T) system and the newer release. It was agreed that while the assessment for the newer release was ongoing, Colonial would continue to operate the existing P&T system until the approved bio-sparge system within the CAPA was implemented. There have been multiple issues over the last few months with the existing P&T system. After significant efforts, it has proven to be unfeasible to repair the existing P&T system. Therefore, Colonial, with your approval, will be moving forward with decommissioning the existing P&T system and implementing the CAPA described system (biosparge). It is anticipated that the applications for the bio-sparge system wells will be submitted to NCDENR by 4/1/23 and, pending approval, the new system is expected to be functional by the end of 2023.
