The North Carolina Ceriodaphnia chronic effluent bioassay proce- dure (North Carolina Chronic Bioassay Procedure - Revised *February 1987) or subsequent versions. The effluent concentration at which there may be no observable inhibi- tion of reproduction or significant mortality is 13 % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform monitoring using this procedure to establish compliance with the per.ut ondition. The first test will be performed within thirty days from issuance of this permit. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the appropriate parameter code. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleich, N.C. 27611 Test data shall be complete and accurate and include all supporting chemi- cal/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine must be measured and reported if chlorine is employed for disinfection of the waste stream. Should anv test data from this monitoring recuirement or tests per- formed by the North Carolina Division of Environmental Management indicate potential imnac'_s to the receiving stream, this permit may be re -opened and modified to include alternate monitoring recuirements or limits. NOTE: Failure to achieve test conditions as specified in the cited docu- ment, such as minimum control organism survival and appropriate environmen- tal controls, shall constitute an invalid test and will require immediate retesting. Ammonia Toxicity Analysis for VA Dept. of Transportation Discharge into Naked Bun Branch The discharger has been found to have large amounts of NH:,-N in its effluent. In the last year (8/86-7/87), NH-,-N levels have ranged between 17 mg/l and 87 mg/l. The annual average, based on 4 quarterly samples, was 57 mg/1 (see attached). The effluent flows into Naked ull a class WSIII-trout water. Trout are extremely sensitive to NH.,-N, and the relatively low flow (7Q10 = 0.2 cfs) in the stream means that instream NH,-N concentrations below the outfall are likely to be toxic during low flow periods. EPA provides guidance ("Simplified Analytical Method for Determining NPDES Effluent Limitations for POTWs Discharging into Low -Flow Streams," 1980) for evaluating ammonia toxicity. The analysis entails a mass -balance equation to predict the amount of allowable NH:,-N at the milepoint below the discharge: C„ _ [C„ * (Q-+Q-) - C-Q-1 /Qw Where: CW = allowable wastewater NH,-N concentration Cw = design wastewater flow C„ = water quality standard for NH-,-N (usually based on unionized NH:,-N, pH and temperature) Q„ = upstream design low flow (7Q10) C_ = upstream background NH,-N concentration The EPA "Ambient Water Quality Criteria" document for ammonia (1984) can be used to determine an appropriate standard for instream NH,-N. Part a of the table on page 97 (attached -- Appendix A) of this docu- ment is specifically established for Salmonids (trout species) based on ambient pH and temperature. Instream monitoring data (8/86-7/87) indicate representative summer pH and temperature conditions of 7.0 SU and 20°C, respectively. From the table in Appendix A, instream conditions correspond to an allowable total ammonia concentration of 1.49 mg/l.
