Dear Mr. Weaver:
The Town of Bermuda Run, North Carolina operated a Wastewater Treatment Plant (WWTP) under National
Pollutant Discharge Elimination System (NPDES) Permit # NC0055158. In 2022, the Town of Bermuda Run selected
Grey Engineering, Inc. as the Engineer of Record for renovation of the Juniper Pump Station and decommissioning
of the Bermuda Run WWTP. Grey Engineering, Inc. contracted S&ME, Inc. (S&ME) to provide technical
environmental consulting services for the decommissioning of the WWTP, in general accordance with S&ME
Proposal No. 217096, dated August 13, 2021.
The Bermuda Run WWTP has been decommissioned and demolition activities completed as documented in
S&ME's Decommissioning Closure Plan, dated March 10, 2023. This plan was submitted to the North Carolina
Department of Environmental Quality, Division of Water Resources (NCDEQ), Winston-Salem Regional Office.
On March 23, 2023, Mr. Gary Hudson of NCDEQ, Winston-Salem Regional Office and Mr. Edmund Henriques of
S&ME performed a site visit for the final inspection of the former WWTP facility. The NCDEQ, Winston-Salem
Regional Office voiced no concerns regarding decommissioning of the subject WWTP. S&ME understands that
the NCDEQ, Winston-Salem Regional Office has prepared their final report of the decommissioning of the subject
facility and provided a copy to Mr. Charles Weaver of the NCDEQ, Division of Water Resources, Water Quality
Permitting Section - NPDES, Central Office.
Based on S&ME's understanding of NCDEQ regulatory requirements and/or guidelines for the closure of WWTP's, the
facility decommissioning performed satisfies applicable requirements. On the behalf of the Town of Bermuda Run,
S&ME requests that NCDEQ rescind NPDES Permit # NC0055158.
