New steps from the existing deck into the yard will facilitate access from the residence to the waterfront.. Buildings/Facilities/Units/Structures: Project consists of the addition of a second, independent dock with platform, ramp (gangway) and one new boat slip to be created by the installation of cleats on new dock. PROJECT SUMMARY: The proposed project is for the construction of a second independent 1-slip docking facility which would consist of an 11.5'x20' fixed platform with a 5'x10' ramp leading down to a 12'x30' floating platform with a wet slip. 9. NARRATIVE DESCRIPTION: The Engrassia project is located at 141 Bowen Street in Atlantic Beach, Carteret County. The residential property is .26 acres (I 1,456sf) with the average of 4' above NHW. There is a manmade canal located along the south side of the property and a natural canal along the west side of the property which connects to Bogue Sound. The upland vegetation consists of lawn grasses and shrubs. The property is located at the corner of two man-made canal. The narrowest part of Gales Canal is 170'. There is 165' of shoreline along the canal system with no presence of coastal wetlands on the property - coastal wetlands are present present across the natural canal to the west (Gales Canal). This area is not designated as a Primary Nursery Area and is permanently closed to the harvesting of shellfish. Water depths within this project location are- 1.97'NLW/MLW to -3.51' NLW/MLW. The bottom substrate is sand and silt and no SAV were observed within the proposed slip areas and floating platform area. 10. PROJECT DESCRIPTION: The applicant currently has a two -slip docking facility along the south side of the property with one boat lift ( 92) and one wet slip (91), The current proposal is for the construction of a second independent 1-slip docking facility which would consist of an 11.5'x20' fixed platform with a 5'x10' ramp leading down to a 12'x30' floating platform with a wet slip along the natural canal (Gales Canal) that connects to Bogue Sound. The maximum distance of proposed docking facility is 29.61' from the bulkhead. The proposed project will be located 26.56' from the northern riparian line. 11. ANTICIPATED IMPACTS: The proposed platform additions would shade be approximately 580sf. The development would increase the number of slips from two to three. The increase in suspended sediment and turbidity levels from the piling placement would be temporary, occur while the piling placement is taking place and should be minimal given the bottom composition. Proposed docking facility should not be a hindrance to navigation due to the fact all portions would be located less than 1/4 width of the existing canal width and that adjacent property owners have pilings that extend further along the same canal. The propose docking facility would also meet the minimum 15' setback from the riparian access lines. No SAV where observed within the proposed platform and slip areas. Name: Wayne Hall Date: 03-09-2023 Office: DCM - Morehead City Regional Office Field Investigation Report: Anthony Engrassia DCM Major Permit Page 12 Anthony Engrassia 141 Bowen Street Atlantic Beach, NC Project Narrative Anthony Engrassia is the owner of waterfront residential property located adjacent the convergence of two manmade canals leading to Bogue Sound at 141 Bowen Street in Atlantic Beach in Carteret County. An existing two -slip dock is located at the project site. The owners propose to construct a second independent one -slip dock along the waterfront of the parcel, necessitating a major CAMA permit for the work. Also included in the project is the construction of an open set of steps on the existing highground deck into the yard. No other high ground work or dredging is proposed. No additional impervious surfaces are proposed for the project site. Site Description The project site contains an existing single-family residence with deck, driveway, fence, bulkhead, and a fixed two -slip pier with two boatlifts. The property measures 11,456 square feet (.26 acres), with vegetation at the site consisting of lawn grass and landscape vegetation. The approximate average elevation of the site above Normal High Water (NHW) is +4'. The length of the shoreline measured along NHW is 165 linear feet. Waters at the site are classified as Prohibited for the harvesting of shellfish by the Shellfish Sanitation and Recreational Water Quality Section of the North Carolina Division of Marine Fisheries. The manmade canal is 170' wide at the narrowest point adjacent the project site. The Town of Atlantic Beach zones the project site as RSW Residential Single -Family Wide Yard. Adjacent land uses are single-family residential. The existing Engrassia residence is served by an individual septic system, with drinking water provided by the Town of Atlantic Beach Water System. The existing irregularly shaped fixed dock extends 16' into the canal, measured from the existing bulkhead, with the width varying from 40' to 58' as shown on project plans. A 13' x 13' boatlift is located at the western end of the dock. A portion of the eastern end of the existing dock was recently removed and a 13' x 11' boatlift installed, as authorized by CAMA General Permit 88702C. The adjacent riparian property owner to the east provided a waiver to the 15' riparian corridor setback to allow the recent work. Project Description Mr. Engrassia proposes to construct a second dock as shown on project plans. The proposed floating dock will measure 12' x 30' and connect by a 5' x 10' ramp (gangway) to a fixed platform located Anthony Engrassia Major CAMA Permit Application January 24, 2023 Page 1 immediately adjacent the existing bulkhead. The fixed platform length into the canal varies from 8' to 11.5' due to the shape and configuration of the existing bulkhead. The proposed fixed platform will measure 20' in width. Mr. Engrassia proposes to install cleats along the waterward edge of the proposed floating dock to create an additional boat slip, for a total of three slips at the project site. The proposed (new) dock meets the 15' setback requirement from the adjacent riparian corridors. No waivers from the adjacent riparian property owners are needed or requested. As noted above, the project also includes construction of a new set of open steps from the existing high ground deck into the yard. The new steps will measure 4' x 4'2" and will facilitate access from the residence to the waterfront and proposed dock. Construction Methods Conventional marine construction methodology will be employed. A barge with pile -driving equipment will be used for construction of the docking facility. The barge will be stored in deep water. No wetlands will be crossed in transporting equipment to the project site. Traditional construction equipment and methodology will be employed for construction of the open high ground steps. 401 Pre -Filing Meeting Request A 401 pre -filing meeting request for this project was submitted on November 23, 2022 to fulfill the pre - filing meeting requirement put in place on Thursday, April 7, 2022 when the Environmental Protection Agency's `Clean Water Act Section 401 Certification Rule' ('Federal Rule') was reinstated to its previous version which originally became effective on September 11, 2022. In accordance with 40 C.F.R. Section 121.4(a). At least 30 days prior to submitting a certification request, the project proponent shall request a pre -filing meeting with the certifying agency'. In accordance with 40 C.F. R section 121.5(b)(7), and (c)(5) all certification requests shall include documentation that a pre -filing meeting request was submitted to the certifying authority at least 30 days prior to submitting the certification request. A copy of the pre -filing meeting request acknowledgement is attached to this narrative.
