Hi Chris,
Thank you for the site visit and the comments and concerns. I want to make sure we are getting everything closed out
properly.
We did run into an issue with the crush and fill in place, as the fill in the tank and sand areas, as well as the front half of
the pond on a diagonal needs to be structural for the development. It is still our intent to dispose of all the demo
material in the back half of the pond and cover with soil. Right now, it’s just a matter of the logistics of moving the
material in the pond area around to accomplish the structural fill part and the demo fill part. I did lime the pond and
sand filters prior to disturbing and will continue to lime the demo material as it gets put into the rear of the pond. I was
using pellet lime. Perhaps I need to use powdered lime to evidence the process more?
If we do need to remove some of the demo material to a state permitted land fill facility, is that just a permitted facility
like the Wake County landfill or are there special facilities for that?
I look forward to your comments and we will amend the closure plan to reflect the changes with explanations.

I visited your property yesterday (Wednesday April 5) located at 8420 James Rest Home Rd. New Hill, NC to assess the
progress of closure activities related to the wastewater treatment system on the property.
The closure plan you submitted indicates that the septic, pump, and chlorinator tanks were to be crushed in place and
limed prior to backfilling to natural grade. It appears that the structures were excavated instead and there was no
evidence of liming. The demolition waste generated by these activities will need to be removed from the site and
properly disposed of at a state permitted landfill facility.
Additionally, the submitted closure plan states that the materials in the sand filter structure were to be used as fill
material for the effluent storage pond. During my visit It appeared that the storage structure has already been about
half backfilled and was actively being filled while I was there.

Since it is unclear how much material is present in the sand filter structure relative to the remaining unfilled capacity of
the storage pond, the materials in the sand filter structure will need to be disposed of in a state permitted landfill
facility.
Please be aware that documentation (receipts, hauling records, photos etc.) of these disposal activities will be required
as part of the permit rescission you have stated that you plan to request.
Please also note that these demolition materials contain and are contaminated with human waste, are considered
hazardous, and should be handled with proper care and caution.
Please submit an updated closure plan that reflects the changes you have made to the originally submitted plan
including explanations for any and all changes by close of business Friday April 14, 2023.
