Project Description

Describe the existing conditions on the site and the general land use in the vicinity of the - project at the time of this
application:
The site is alongside of Morgan Creek to the west of Smith Level Road (SR 1919). The site extends
-
approximately 1,100' west of Smith Level Road on the north side of Morgan Creek, and approximately 4,000' on
the south side of Morgan Creek. The site consists of undeveloped areas between Morgan Creek and primarily
residential developments, and is primarily located in the flood plain of Morgan Creek. The site is partly wooded
and partly cleared, with existing utilities including overhead electrical and underground wastewater.

The project will provide bicycle and pedestrian access from local neighborhoods to Smith Level Road.

Describe the overall project in detail, including the type of equipment to be used:
The project is the construction of a concrete bicycle and pedestrian greenway trail along Morgan Creek. Along
the north side of Morgan Creek, the trail will connect Canterbury Townhomes and Smith Level Road. On the
south side of Morgan Creek, the trail will extend between the Berry Hill residential development and Morgan
Creek, and will upgrade an existing natural walking path around a neighborhood recreational area. The trail will
provide bicycle and walking access from these neighborhoods to Smith Level Road. There are no creek
crossings proposed with this project, and site wetlands have been avoided. The construction will involve clearing,
grading, stone placement, and concrete placement using backhoes and loaders, dump trucks, concrete trucks,
motorgraders, and roadway compaction equipment.

The project as shown on the submitted plans may be phased, depending on actual bid prices and availability of
funding at the time of construction. In addition, the Town is considering future phases upstream along Morgan
Creek to University Lake. These phases also depend on availability of funding, and may involve a future request
for additional stream buffer authorization at that time.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts-in designing project.
Site constraints of this project were typical to the location of the public greenway along a stream corridor. The
Town has acquired property through ownership or through easements over several years during the planning
process of this project. Along the corridor, privately owned property has been developed that is difficult to now
utilize. One of these parcels is actually utilized by the Town for Public Works operations, which the Town will
make site adjustments to minimize the impacts to the stream buffers. There are utility crossings and easements
that require certain concessions.
With the design of this project, we feel the challenges of these constraints have been successfully addressed.
The route of the project (trail) has been adjusted to minimize impacts to the stream buffers as much as possible
within the available properties, and a few easements are proposed as well. Wherever buffer impacts are
necessary, the location of the trail has been moved away from the creek as far as possible to minimize these
impacts. In certain locations, retaining walls are proposed to minimize the impacts. The Limits of Disturbance
have been minimized as much as possible to promote this impact reduction.

Buffer impacts will be controlled with continuous construction site fencing. The entire construction site will be
surrounded with some combination of silt fence and tree protection fence. Construction outside of these
boundaries is prohibited to avoid impacts outside of the permitted zones. Construction access will be limited to
one entrance at Smith Level Road.

DIFFUSE FLOW PLAN:
At localized low points along the trail, drainage will be collected from the upper edges of
the trail. At these points, the concrete trail will be used as a level spreader. The trail will
be built level at these locations to evenly distribute the flow across the trail (as a weir).
After the drainage crosses the trail /weir, a 6' wide section of rip rap that is 6' longer than
the weir on either end will further distribute the drainage before it is released to the
natural ground. At one location with extremely limited space, two of the weirs will be
connected to a concrete level spreader with a length of approximately 140 linear feet.
