Dear Kyle:
A. Sydes Construction is planning to construct Phase 3 of the Laurie Meadows residential subdivision located off of
Verbena Way in Winterville (Pitt County, NC). You reviewed this project area on 11/24/2014 with Paul Farley and
determined that a portion of the northern ditch is Waters of the U.S. and the other ditch is not jurisdictional. No
wetlands exist within the project area and a representative of Pitt County has confirmed that the ditches are not
subject to buffer rules. No wetland or stream impacts have occurred within other phases of this development.
A portion of the jurisdictional ditch will need to be filled in order to provide an adequate area on which to construct a
home. This fill will result in impacts to 0.026 acre of Waters of the US. On behalf of the applicant, we request the
issuance of a NWP 18 for this impact. Because no wetland impacts are proposed and impacts are under 0.1 acre, it is
our understanding that a PCN is not required. The applicant for this project is:
