Cultural Resources A review of the NC State Historic Preservation Office online database (HPOWEB) and a site file search at the Office of State Archaeology did not identify any historic properties in the immediate project area for Bridge No. 159 that are listed, or are eligible for listing, in the National Register of Historic Places. The NCDOT Human Environment Unit reviewed the project area in July 2019 and determined that no architectural or archaeological surveys will be required for the proposed bridge replacement project. Human Environment There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day cares within the project study area. Churches There are no churches in the project study area. Parks There are no parks, greenways, game lands, or conservation easements within the project study area. Properties Land uses directly fronting the roadway are primarily single family residential. Minority and Low-income communities The standard threshold NCDOT uses to identify a minority population is 10 percent above the county minority population average or 50 percent of the total population within a Census Block Group, whichever is less. The minority population in Rutherford County is 16.6 percent. The minority populations of two of the three Block Groups that intersect the study area meet the threshold for Environmental Justice through one or both thresholds (Table 2). The standard threshold NCDOT uses to identify a low-income population is 5 percent above the county average or 25 percent, whichever is less. Approximately 18.0 percent, 7.4 percent, and 12.9 percent of Rutherford County’s population is below the poverty level, under 50 percent of the poverty level, or between 100-149 percent of the poverty level respectively. The low-income populations of one of the three Block Groups that intersect the study area meet the threshold for Environmental Justice (Table 3). One potentially jurisdictional stream for a total of 1,243 linear feet (LF) was delineated. One 0.07 acre wetland was also delineated. Streams in the project study area for Bridge No. 293 are designated as Class C waters. There are no riparian buffer rules. Federally Protected Species As of November 2021, the US Fish and Wildlife Service’s website list seven plant and animal species as threatened or endangered in Rutherford County (Table 5). Habitats for these species were previously assessed in May 2019. Bridge No. 159 was built in 1971 and is considered structurally deficient.
