The NCDOT Human Environment Unit reviewed the project area in August 2019 and determined that an archaeology survey will be required for the proposed bridge replacement project. Human Environment There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day cares within the project study area. Churches There are no churches in the project study area. Parks There are no parks, greenways, game lands, or conservation easements within the project study area. Properties Land uses directly fronting the roadway are primarily single family residential. Minority and Low-income communities The standard threshold NCDOT uses to identify a minority population is 10 percent above the county minority population average or 50 percent of the total population within a Census Block Group, whichever is less. The minority population in Mitchell County is 7.6 percent. The minority populations of the two Block Groups that intersect the study area do not meet the thresholds for Environmental Justice (Table 2). The standard threshold NCDOT uses to identify a low-income population is 5 percent above the county average or 25 percent of the total population within a Census Block Group, whichever is less. Approximately 14.0 percent, 4.7 percent, and 12.8 percent of Mitchell County is below the poverty level, under 50 percent of the poverty level, and between 100-149 percent of the poverty level respectively. The low-income population of one of the two Block Groups that intersect the study area meets the threshold for Environmental Justice through one threshold (Table 3). The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met by the Block Groups that intersect the study area (Table 4). rev. 7/21/10 Table 2 - Minority Populations Geography Total Population White, Non-Hispanic Minority Population* Meets Thresholds # % # % 50% 10% over Count y CT 9502, BG 3 1,181 1,151 97.5% 30 2.5% No No CT 9502, BG 1 770 767 99.6% 3 0.4% No No DSA 1,951 1,918 98.3% 33 1.7% No N/A Mitchell County 15,040 13,897 92.4% 1,143 7.6% North Carolina 10,155,624 6,433,039 63.3% 3,722,585 36.7% Table 3 - Low-Income Populations Geography Populatio n for whom Poverty Status is Determine d Below Poverty Level Under 50% of Poverty Level Between 100% and 149% of Poverty Level Meets Thresholds # % # % # % 25% 5% over Count y CT 9502, BG 3 1,181 214 18.1 % 49 4.1% 202 17.1 % No No CT 9502, BG 1 770 153 19.9 % 82 10.6 % 74 9.6% No Yes DSA 1,951 367 18.8 % 131 6.7% 276 14.1 % No N/A Mitchell County 14,614 2,052 14.0 % 694 4.7% 1,867 12.8 % North Carolina 9,881,292 1,523,94 9 15.4 % 663,55 0 6.7% 1,002,73 9 10.1 % Table 4 - Limited English Proficiency Populations Geography Total Adult Populatio n, 18 years and older Primary Language Group of Persons Who Speak English Less than Very Well Meets Threshold s Spanish Other Indo- Euro Asian/Pacifi c Other # % # % # % # % LEP LA CT 9502, BG 3 905 6 0.7 % - 0.0 % - 0.0 % - 0.0 % N/A No CT 9502, BG 1 604 - 0.0 % - 0.0 % - 0.0 % - 0.0 % N/A No DSA 1,509 6 0.4 % - 0.0 % - 0.0 % - 0.0 % No N/A Mitchell County 12,272 197 1.6 % 17 0.1 % 23 0.2 % 23 0.2 % North Carolina 7,863,008 269,81 1 3.4 % 42,00 1 0.5 % 59,55 5 0.8 % 15,27 8 0.2 % rev. 7/21/10 Natural Environment Surface water Wetland and stream assessments were completed in June 2019 at the Mitchell County Bridge No. 46 location within the conceptual construction limits. Four potential jurisdictional streams for a total of 1,753 linear feet (LF) were delineated. One 0.005-acre wetland and one 0.59-acre wetland was also delineated. Streams in the project study areas for Bridge No. 46 are designated as Class C and Trout waters. There are no riparian buffer rules. Federally Protected Species As of November 2021, the US Fish and Wildlife Service’s website lists ten plant and animal species as threatened or endangered in Mitchell County (Table 5). Habitats for these species were previously assessed in May 2019 Table 5 - Federally Protected Species Species Name Status Biological Conclusion Appalachian elktoe (Alasmidonta raveneliana) Endangered Unresolved Spruce-fir moss spider (Microhexura montivaga) Endangered No Effect Carolina northern flying squirrel (Glaucomys sabrinus coloratus) Endangered No Effect Rock gnome lichen (Gymnoderma lineare) Endangered No Effect Spreading avens (Geum radiatum) Endangered No Effect Roan Mountain bluet (Hedyotis purpurea var. montana) Endangered No Effect Northern Long-Eared Bat (Myotis septentrionalis) Threatened Unresolved Virginia spiraea (Spiraea virginiana) Threatened No Effect Blue Ridge goldenrod (Solidago spithamaea) Threatened No Effect rev. 7/21/10 Vicinity Map rev. 7/21/10 Draft Project Purpose and Need: The North Carolina Department of Transportation (NCDOT) Division 13 is starting the environmental and engineering studies for the proposed replacement of Bridge No. 46 on Cane Creek Road (SR 1211) over Cane Creek (WBS No. 13BP.R016). The bridge was constructed in 1971 and is considered structurally deficient. Currently, Bridge No. 46 is experiencing an increasing degree of deterioration that can no longer be addressed by reasonable maintenance activities. The bridge is approaching the end of its useful life and is in need of replacement. rev. 7/21/10 Preliminary Environmental Features Maps rev. 7/21/10 Preliminary Corridor Resources Inventory Table Based on an 2000’ Long/ 600’ Wide Project Study Area Resource/Measure Project Study Area General Project Information Length of project 2000’ Potential for Interchanges or RR crossings 0 Crossing or intersecting roadways 2 Cultural Resources National Register or eligible sites or districts 1 Human Environment Hospitals 0 Nursing homes 0 Churches 0 Cemeteries 0 Public schools 0 Private schools/day care 0 Public parks / Section 4(f) properties 0 Greenways 0 Game Lands or Land and Water Conservation Fund Properties 0 Conservancy District (County Zoning) 0 Potentially Affected Residential Properties 0 Potentially Affected Business Properties 0 Water Supply Wells 0 Low-income communities Yes Minority communities No Natural Environment Streams (# of crossings / number of linear feet) 1/1,751 LF Wetlands (est. acres rounded to whole acre) 0.64 acre Ponds (est. acres) 0 Critical Water Supply Watersheds 0 Riparian Buffer rules apply (yes/no/part) No Identified Critical habitat/species under ESA No Physical Environment Natural gas transmission pipeline 0 Power transmission line 0 Suspected/known Hazardous Material sites 0 FEMA Buyout Properties 0 Area in active agriculture (nearest acre) 1 ac.
