Cultural Resources
A review of the NC State Historic Preservation Office online database (HPOWEB) and a
site file search at the North Carolina Office of State Archeology did not identify any historic
properties in the immediate project area for Bridge No. 46 that are listed or are eligible for
listing in the National Register of Historic Places.
The NCDOT Human Environment Unit reviewed the project area in August 2019 and
determined that an archaeology survey will be required for the proposed bridge
replacement project.
Human Environment
There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day
cares within the project study area.
Churches
There are no churches in the project study area.
Parks
There are no parks, greenways, game lands, or conservation easements within the project
study area.
Properties
Land uses directly fronting the roadway are primarily single family residential.
Minority and Low-income communities
The standard threshold NCDOT uses to identify a minority population is 10 percent above
the county minority population average or 50 percent of the total population within a
Census Block Group, whichever is less. The minority population in Mitchell County is 7.6
percent. The minority populations of the two Block Groups that intersect the study area do
not meet the thresholds for Environmental Justice (Table 2).
The standard threshold NCDOT uses to identify a low-income population is 5 percent
above the county average or 25 percent of the total population within a Census Block
Group, whichever is less. Approximately 14.0 percent, 4.7 percent, and 12.8 percent of
Mitchell County is below the poverty level, under 50 percent of the poverty level, and
between 100-149 percent of the poverty level respectively. The low-income population of
one of the two Block Groups that intersect the study area meets the threshold for
Environmental Justice through one threshold (Table 3).
The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met
by the Block Groups that intersect the study area (Table 4).

Natural Environment
Surface water
Wetland and stream assessments were completed in June 2019 at the Mitchell County
Bridge No. 46 location within the conceptual construction limits. Four potential jurisdictional
streams for a total of 1,753 linear feet (LF) were delineated. One 0.005-acre wetland and
one 0.59-acre wetland was also delineated.
Streams in the project study areas for Bridge No. 46 are designated as Class C and Trout
waters. There are no riparian buffer rules.
Federally Protected Species
As of November 2021, the US Fish and Wildlife Service’s website lists ten plant and animal
species as threatened or endangered in Mitchell County (Table 5). Habitats for these
species were previously assessed in May 2019

Draft Project Purpose and Need:
The North Carolina Department of Transportation (NCDOT) Division 13 is starting the
environmental and engineering studies for the proposed replacement of Bridge No. 46 on
Cane Creek Road (SR 1211) over Cane Creek (WBS No. 13BP.R016). The bridge was
constructed in 1971 and is considered structurally deficient. Currently, Bridge No. 46 is
experiencing an increasing degree of deterioration that can no longer be addressed by
reasonable maintenance activities. The bridge is approaching the end of its useful life and
is in need of replacement.
