Initial Scoping Comments:
The length of the bridge project is approximately 2,000 feet.
Cultural Resources
A review of the NC State Historic Preservation Office online database (HPOWEB) and a site
file search at the Office of State Archaeology did not identify any historic properties in the
immediate project areas for Bridge No. 298 that are listed, or are eligible for listing, in the
National Register of Historic Places.
The NCDOT Human Environment Unit reviewed the project area in 2019 and determined
that an architectural survey will be required for the proposed bridge replacement project. An
archaeology survey was determined to not be required.
Human Environment
There are no hospitals, nursing homes, public schools, or private schools/day cares within
the project study area. Ray Cemetery is located within the project area, about 260 feet north
of the bridge and 350 feet east of Grapevine Road.
Churches
There are no churches in the project study area.

Parks
There are no parks, greenways, game lands, or conservation easements within the project
study area.
Properties
Land uses directly fronting the roadway are primarily single family residential.
Minority and Low-income communities
The standard threshold NCDOT uses to identify a minority population is 10 percent above
the county minority population average or 50 percent of the total population within a Census
Block Group, whichever is less. The minority population in Madison County is 5.9 percent.
The minority populations of the two Block Groups that intersect with the project area do not
meet the threshold for Environmental Justice (Table 2).
The standard threshold NCDOT uses to identify a low-income population is 5 percent above
the county average or 25 percent of the total population within a Census Block Group,
whichever is less. Approximately 17.6 percent, 6.4 percent, and 11.2 percent of Madison
County’s population is below the poverty level, under 50 percent of the poverty level, or
between 100-149 percent of the poverty level respectively. The low-income populations of
the two Block Groups that intersect the project area meet the threshold for Environmental
Justice through either one or both thresholds (Table 3).
The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met by
the Block Groups that intersect the study area (Table 4).

Natural Environment
Surface water
Wetland and stream assessments were in June2019 at the Madison County Bridge No. 98
location. One potentially jurisdictional stream for a total of 2123 linear feet (LF) was
delineated. One 0.01-acre and one 0.004-acre wetland was also delineated.
Streams in the project study areas for Bridge No. 98 are designated as Class C waters.
There are no riparian buffer rules.

Federally Protected Species
As of November 2021, the US Fish and Wildlife Service’s website lists nine plant and animal
species as threatened or endangered in Madison County (Table 5). Habitats for some
species were previously assessed in May 2019, however multiple species have been listed
since 2019.

Draft Project Purpose and Need:
The North Carolina Department of Transportation (NCDOT) Division 13 is starting the
environmental and engineering studies for the proposed replacement of Bridge No. 98 on
Grapevine Road (SR 1370) over West Fork Bull Creek (WBS No. 13BP.R015). The bridge
was constructed in 1958 and is considered structurally deficient. Currently, Bridge No. 98 is
experiencing an increasing degree of deterioration that can no longer be addressed by
reasonable maintenance activities. The bridge is approaching the end of its useful life and is
in need of replacement.
