There are no interchanges or railroad crossings in the project area. Cultural Resources A review of the NC State Historic Preservation Office online database (HPOWEB) and a site file search at the Office of State Archaeology did not identify any historic properties in the immediate project area for Bridge No. 76 that are listed, or are eligible for listing, in the National Register of Historic Places. The NCDOT Human Environment Unit reviewed the project area in July 2019 and determined that no architectural or archaeological surveys will be required for the proposed bridge replacement project. Human Environment There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day cares within the project study area. Churches There are no churches in the project study area. Parks There are no parks, greenways, game lands, or conservation easements within the project study area. Properties Land uses directly fronting the roadway are primarily single family residential. There is a funeral home/cremation service provider in the project area to the north of the bridge. Minority and Low-income communities The standard threshold NCDOT uses to identify a minority population is 10 percent above the county minority population average or 50 percent of the total population within a Census Block Group, whichever is less. The minority population in Rutherford County is 16 percent. The minority populations of the three Block Groups that intersect the study area do not meet the threshold for Environmental Justice (Table 2). rev. 7/21/10 The standard threshold NCDOT uses to identify a low-income population is 5 percent above the county average or is 25 percent of the total population within a Census Block Group, whichever is less. Approximately 18.0 percent, 7.4 percent, and 12.9 percent of Rutherford County’s population is below the poverty level, under 50 percent of the poverty level, or between 100-149 percent of the poverty level respectively. The low-income populations of the three Block Groups that intersect the study area meet the threshold for Environmental Justice through one or multiple thresholds (Table 3). The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met by the Block Groups that intersect the study area (Table 4). Streams in the project study area for Bridge No. 76 are designated as Water Supply V. There are no riparian buffer rules. Federally Protected Species As of November 2021, the US Fish and Wildlife Service’s website list seven plant and animal species as threatened or endangered in Rutherford County (Table 5). Habitats for these species were previously assessed in May 2019. The bridge was constructed in 1967. Currently, the bridge is experiencing an increasing degree of deterioration that can no longer be addressed by reasonable maintenance activities. The bridge is approaching the end of its useful life and is in need of replacement. rev. 7/21/10 Preliminary Environmental Features Maps rev. 7/21/10 Preliminary Corridor Resources Inventory Table Based on an 2000’ Long/ 600’ Wide Project Study Area Resource/Measure Project Study Area General Project Information Length of project 2000’ Potential for Interchanges or RR crossings 0 Crossing or intersecting roadways 1 Cultural Resources National Register or eligible sites or districts 0 Human Environment Hospitals 0 Nursing homes 0 Churches 0 Cemeteries 0 Public schools 0 Private schools/day care 0 Public parks / Section 4(f) properties 0 Greenways 0 Game Lands or Land and Water Conservation Fund Properties 0 Conservancy District (County Zoning) 0 Potentially Affected Residential Properties 0 Potentially Affected Business Properties 0 Water Supply Wells 0 Low-income communities Yes Minority communities No Natural Environment Streams (# of crossings / number of linear feet) 4 / 1617 LF Wetlands (est. acres rounded to whole acre) 0.22 acre Ponds (est. acres) 0 Critical Water Supply Watersheds 0 Riparian Buffer rules apply (yes/no/part) No Identified Critical habitat/species under ESA No Physical Environment Natural gas transmission pipeline 0 Power transmission line 1 Suspected/known Hazardous Material sites 0 FEMA Buyout Properties 0 Area in active agriculture (nearest acre) 0
