Initial Scoping Comments:
The length of the bridge project is approximately 2,000 feet.
Cultural Resources
A review of the NC State Historic Preservation Office online database (HPOWEB) and a site
file search at the Office of State Archaeology did not identify any historic properties in the
immediate project areas for Bridge No. 90 that are listed, or are eligible for listing, in the
National Register of Historic Places. However, there are two historic sites without eligibility
determinations within a mile of the project site: The Raleigh P. Walker House and the Log
Crib.
The NCDOT Human Environment Unit reviewed the project area in July 2019 and
determined that no architectural or archaeological survey will be required for the proposed
bridge replacement project.

Human Environment
There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day
cares within the project study area.
Churches
There are no churches in the project study area.
Parks
There are no parks, greenways, game lands, or conservation easement properties within the
project study area.
Properties
Land uses directly fronting the roadway are primarily single family residential with some
mobile homes.
Minority and Low-income communities
The standard threshold NCDOT uses to identify a minority population is 10 percent above
the county minority population average or is 50 percent of the total population of a Census
Block Group, whichever is less. The minority population in Rutherford County is 16.6 percent.
The minority population of the Block Group that intersects the study area does not meet the
threshold for Environmental Justice through these thresholds (Table 1).
The standard threshold NCDOT uses to identify a low-income population is 5 percent above
the county average or is 25 percent of the total population within a Census Block Group,
whichever is less. Approximately 18.0 percent, 7.4 percent, and 12.9 percent of Rutherford
County’s population is below the poverty level, under 50 percent of the poverty level, or
between 100-149 percent of the poverty level respectively. The low-income population of the
Block Group that intersects the study area does not meet the threshold for Environmental
Justice through these thresholds (Table 2).
The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met by
the Block Groups that intersect the study area (Table 3).

Surface water
Wetland and stream assessments were in between May 2019 at the Rutherford County
Bridge No. 90 location within the conceptual construction limits. Two potentially jurisdictional
streams for a total of 1,333 linear feet (LF) were delineated. One 0.006 acre wetland was
also delineated.
Streams in the project study areas for Bridge No. 90 are designated as Class C waters.
There are no riparian buffer rules.
Federally Protected Species
As of November 2021, the US Fish and Wildlife Service’s website list seven plant and animal
species as threatened or endangered in Rutherford County (Table 4). Habitats for these
species were previously assessed in May 2019.

Draft Project Purpose and Need:
The North Carolina Department of Transportation (NCDOT) Division 13 is starting the
environmental and engineering studies for the proposed replacement of Bridge No. 90 on
New House Road (SR 1762) over Sandy Run Creek (WBS No. 13BP.R002). The bridge was
constructed in 1952 and is considered structurally deficient. Currently, Bridge No. 90 is
experiencing an increasing degree of deterioration that can no longer be addressed by
reasonable maintenance activities. The bridge is approaching the end of its useful life and is
in need of replacement.
