Yes  No Unknown • General Description of Project: Design Data (Existing Conditions): • Functional Classification: Local • Strategic Highway Corridor: No • CTP Designation (Facility Type): State Route • Type of Access Control: No control • Typical Section: 2-lanes, paved shoulder • Right of Way: currently varies from 40 to 60feet • Posted Speed: 55 mph • Structure Inventory (bridges, RCBC, Walls, etc): Bridge: Timber floor on I-beams NCDOT’s Division 13 proposes to replace Bridge No. 90 on New House Road (SR 1762) over Sandy Run Creek. rev. 7/21/10 • Other TIP Projects in the Area A review of the NCDOT on-line STIP map showed no projects in the vicinity of the project area • Railroad Involvement: Not applicable Long Range Plan History: The project is agreement with local and regional land use and transportation plans. Traffic Data (AADT): 650 vpd (Year 2019) Cost Estimates: Construction Right-of-Way Total As of November 2022 $900,000 $150,000 $1,050,000 Project Schedule: Environmental Document July 2022 Right-of-Way September 2022 Let September 2023 Initial Scoping Comments: The length of the bridge project is approximately 2,000 feet. Cultural Resources A review of the NC State Historic Preservation Office online database (HPOWEB) and a site file search at the Office of State Archaeology did not identify any historic properties in the immediate project areas for Bridge No. 90 that are listed, or are eligible for listing, in the National Register of Historic Places. However, there are two historic sites without eligibility determinations within a mile of the project site: The Raleigh P. Walker House and the Log Crib. The NCDOT Human Environment Unit reviewed the project area in July 2019 and determined that no architectural or archaeological survey will be required for the proposed bridge replacement project. rev. 7/21/10 Human Environment There are no hospitals, nursing homes, cemeteries, public schools, or private schools/day cares within the project study area. Churches There are no churches in the project study area. Parks There are no parks, greenways, game lands, or conservation easement properties within the project study area. Properties Land uses directly fronting the roadway are primarily single family residential with some mobile homes. Minority and Low-income communities The standard threshold NCDOT uses to identify a minority population is 10 percent above the county minority population average or is 50 percent of the total population of a Census Block Group, whichever is less. The minority population in Rutherford County is 16.6 percent. The minority population of the Block Group that intersects the study area does not meet the threshold for Environmental Justice through these thresholds (Table 1). The standard threshold NCDOT uses to identify a low-income population is 5 percent above the county average or is 25 percent of the total population within a Census Block Group, whichever is less. Approximately 18.0 percent, 7.4 percent, and 12.9 percent of Rutherford County’s population is below the poverty level, under 50 percent of the poverty level, or between 100-149 percent of the poverty level respectively. The low-income population of the Block Group that intersects the study area does not meet the threshold for Environmental Justice through these thresholds (Table 2). The thresholds for Limited English Proficiency (LEP) or Language Assistance are not met by the Block Groups that intersect the study area (Table 3). Two potentially jurisdictional streams for a total of 1,333 linear feet (LF) were delineated. One 0.006 acre wetland was also delineated. Streams in the project study areas for Bridge No. 90 are designated as Class C waters. There are no riparian buffer rules. Federally Protected Species As of November 2021, the US Fish and Wildlife Service’s website list seven plant and animal species as threatened or endangered in Rutherford County (Table 4). Habitats for these species were previously assessed in May 2019. rev. 7/21/10 Table 4 - Federally Protected Species Species Name Status Biological Conclusion Bog Turtle (Glyptemys muhlenbergii) Threatened N/A Indiana Bat (Myotis sodalist) Endangered Unresolved Northern Long-eared bat (Myotis septentrionalis) Threatened Unresolved Dwarf-flowered Heartleaf (Hexastylis naniflora) Threatened No Effect Small Whorled pogonia (Isotria medeoloides) Threatened No Effect White Irisette (Sisyrinchium dichotomum) Endangered No Effect Rock Gnome Lichen (Gymnoderma lineara) Endangered No Effect rev. 7/21/10 Vicinity Map rev. 7/21/10 Draft Project Purpose and Need: The North Carolina Department of Transportation (NCDOT) Division 13 is starting the environmental and engineering studies for the proposed replacement of Bridge No. 90 on New House Road (SR 1762) over Sandy Run Creek (WBS No. 13BP.R002). The bridge was constructed in 1952 and is considered structurally deficient. Currently, Bridge No. 90 is experiencing an increasing degree of deterioration that can no longer be addressed by reasonable maintenance activities. The bridge is approaching the end of its useful life and is in need of replacement. rev. 7/21/10 Preliminary Environmental Features Maps rev. 7/21/10 Preliminary Corridor Resources Inventory Table Based on an 2000’ Long/ 600’ Wide Project Study Area Resource/Measure Project Study Area General Project Information Length of project 2000’ Potential for Interchanges or RR crossings 0 Crossing or intersecting roadways 0 Cultural Resources National Register or eligible sites or districts 0 Human Environment Hospitals 0 Nursing homes 0 Churches 0 Cemeteries 0 Public schools 0 Private schools/day care 0 Public parks / Section 4(f) properties 0 Greenways 0 Game Lands or Land and Water Conservation Fund Properties 0 Conservancy District (County Zoning) 0 Potentially Affected Residential Properties 0 Potentially Affected Business Properties 0 Water Supply Wells 0 Low-income communities Yes Minority communities No Natural Environment Streams (# of crossings / number of linear feet) 2/ 1,333 LF.
