The first quarterly PFAS groundwater sampling events over the course of 18 months, in accordance with Item 5.e.i of the Consent Order between Colonial and North Carolina Department of Environmental Quality (NCDEQ)as approved and entered by the Mecklenburg County Superior Court on July 7, 2022 (Consent Order), was performed on July 28, 2022. Consistent with the Consent Order, this Report is being submitted within 60 days following the receipt of the final, validated Level 4 packages dated September 7, 2022. On July 28, 2022, TRC initiated PFAS groundwater samples from seven monitoring well locations (MW-19, MW-27, MW-41 R, MW-42, MW-44, MW-72R, and MW-84) as shown on Figure 1. An equipment blank, field blank, groundwater duplicate from MW-42, and a matrix spike/matrix spike duplicate from MW-41 R were also collected for evaluation of laboratory quality assurance and quality control. Two of the sample locations specified in the Consent Order(MW-27 and MW-44)were not able to be sampled due to insufficient water volume. This groundwater sampling event was overseen by NCDEQ and the decision to not collect samples from monitoring wells with insufficient water volumes was discussed and agreed upon by both parties. Groundwater samples were collected using a submersible pump connected to high density polyethylene (HDPE) tubing. Fresh gloves were adorned before collecting each sample and when handling different pieces of sampling equipment. Between each location, sampling equipment was decontaminated using a mixture of LiquinoxTm and distilled water that was placed in a new HDPE bucket, used throughout the event, and rinsed with PFAS-free deionized water provided by the laboratory. Samples were collected in laboratory provided bottles and were immediately placed on ice. Consistent with the Consent Order, two split samples from each sample location were collected by TRC personnel using laboratory bottles provided by NCDEQ's chosen laboratory. The split samples were provided to NCDEQ once collected. Using standard chain-of-custody (COC) procedures, TRC-collected samples were submitted to Eurofins Environmental Testing Northern California—West Sacramento Laboratory. Samples were analyzed using a modified version of the United States Environmental Protection Agency (USEPA) Method 537 for the following PFAS constituents defined within the Consent Order: • perfluorobutanoic acid (PFBA), • 6:2 fluorotelomer sulfonic acid (6:2FTS), • perfluorooctanoic acid (PFOA), • perfluorooctanesulfonic acid (PFOS), and • perfluorooctanesulfonamide (PFOSA). \\greenville-fp1\WPGVL\PJT2\459111\459111.0001\Q1\CPC-Huntersville_20221104_FINAL_Q1 PFAS Report.dou Mr. Jeff Morrison November 4, 2022 Page 2 Laboratory analytical results above reporting limits are summarized in the table below. No PFAS detections above the reporting limits were observed for PFBA and PFOSA in any sample. Field measurements made during the time of sampling are presented in Table 2. Laboratory analytical data and COC records are included as Appendix A. A copy of the Level 4 laboratory data validation package is included as Appendix B. A brief summary of the conclusions from the Level 4 Data Validation are as follows: • There were no qualifications applicated to the data because of sampling error. • Potential uncertainty exists for select results for PFAS that were below the lowest calibration standard and quantitation limits. These results were qualified as estimated (J) in the associated samples. These results can be used for project objectives as estimated values, which may have a minor impact on the data usability. • All holding times and sample preservation criteria were met. • Target PFAS analytes were not detected in the laboratory method blanks, field blank, or rinsate blank. Data Completeness The data package was a complete Level IV data deliverable. Holding Times and Sample Preservation All holding time and sample preservation criteria were met. Samples were not shipped to the laboratory until three to four days after collection. Samples were stored in coolers, on ice, and in the possession of the field sampler until delivery to the laboratory. No validation actions were required on this basis since the samples were kept on ice prior to delivery to the laboratory and were received on ice and at acceptable cooler temperatures by the laboratory. Initial and Continuing Calibrations The percent relative standard deviations were within the method acceptance criteria in the initial calibration associated with the samples in this data set. The percent differences met the method acceptance criteria in the continuing calibration standards associated with the samples in this data set. Blanks Target PFAS analytes were not detected in the laboratory method blanks, field blank, or rinsate blank associated with the samples in this data set. Isotopically Labeled Surrogate Results Five isotopically labeled surrogates were spiked into the samples prior to extraction for isotope dilution quantitation. The percent recoveries (%Rs) met the laboratory acceptance criteria. MS/MSD Results MS/MSD analyses were performed on sample COL-MW-41 R-Q1.
