Dear Mr. Ogburn:
On 4/20/2023 a Pretreatment Compliance Inspection (PCI) was performed by Tricia Lowery of the
Winston-Salem Regional Office. Sarah Laughlin was present for the inspection. The purpose of this
inspection was to determine the effectiveness of the city's pretreatment program, which includes
reviewing the files, POTW plant performance, industry monitoring data, and adherence to the
enforcement response plan (ERP).
Background
This is a 9.0 MGD permitted facility. The city has 14 Significant Industrial Users (SIUs), 7 of which are
categorical. The publicly owned treatment works (POTW) had 1 violation since last PCI.
POTW Interview
POTW received a NOV for 1,4-dioxane 3/9/2023. Ms. Laughlin reports no problems related to industrial
discharges and has had no industries in SNC over the past two semi-annual periods. One dental practice is
under construction and once complete, a compliance report (dental amalgam rule) will be completed. ]UPS
were submitted July 2022 and have not received permit review letters from Division.
Pretreatment Program Elements Review
The Headworks Analysis (HWA) is currently awaiting approval. The HWA was submitted to the Division
on 5/13/2022.
The IWS is currently awaiting approval. The IWS was submitted to the Division on 4/6/2023.
The Sewer Use Ordinance (SUO) was approved on 11/15/2012.
The Enforcement Response Plan (ERP) was submitted on 1/13/2020 and approved on 2/5/2020.

The Long -Term Monitoring Plan (LTMP) was submitted 2/18/2020 and approved on 5/7/2020.
LTMP File Review
The Long -Term Monitoring Plan (LTMP) is being conducted at the proper locations and frequencies (4/year
during the months of March, June, September, and December).
Industrial User Permit (IUP) File Review
A review of the file for Georgia Pacific (#2026) revealed that the monitoring data was well organized and
compliant.
A review of the file for Randolph Packing (#0320) revealed that the monitoring data was well organized
and compliant.
A review of the file for Metlab #5 (#3634) revealed that the monitoring data was well organized and
compliant.
The slug control plan for Georgia Pacific (#2026) was in good order.
The slug control plan for Randolph Packing (#0320) was in good order.
The slug control plan for Metlab #5 (#3634) was in good order.
Action Items
No other action items were noted.
The pretreatment program is considered satisfactory. Ms. Laughlin runs an adequate pretreatment program.
