Planting and Monitoring Device Completed — 20 Percent Credit Release

Environmental Banc & Exchange, LLC ("EBX"), a wholly owned subsidiary of Resource
Environmental Solutions ("RES") is pleased to inform you that riparian vegetation planting and
associated monitoring devices installation have been completed at the Carraway Bluff Phase II
Mitigation Project. Monitoring devices include 27 vegetation plots in the riparian buffer and
nutrient offset mitigation areas. This letter is being submitted to request the release of credits
associated with Task 2 as described in the RES 2022 Phase II Umbrella Mitigation Banking
Instrument for riparian buffer and nutrient offset credit.
To support your review and approval of the release of Task 2 credits, the following are included
with this letter:
- Short summary of activities completed as required per the approved BPDP (including
activities completed for the Carraway Bluff DMS Full Delivery Project);
- Figures representing all riparian restoration, riparian enhancement, and riparian
preservation activities where applicable;
- A map showing the vegetation plot locations (including those for the Carraway Bluff DMS
Full Delivery Project);
- Detailed Planting Plan information;
- Photos of the site, including examples of vegetation plots, easement markings, and invasive
species treatment, and culvert work (including those for Carraway Bluff DMS Full
Delivery Project).
Short summary of Activities Completed:
Invasives were treated on March 1st, 2023, construction was completed on March 3rd, 2023,
seeding was completed on March 3rd, 2023, planting was completed on March 15th, 2023, and sign
installation along the entire easement was finished on April 14th, 2023. During as -built set-up, ten
planted tree species were recorded, and the plots yielded an average of 787 stems per acre (Tables
1 & 2). There were no changes to the planting plan of bare root species and the planting area.
However, densities of species changed slightly due to availability of some oak species (Table 1).
Vegetation plots had very minor shifts in locations from the Mitigation Plan proposed locations,

however, the quantities of plots remained the same as proposed. The easement is marked with
conservation easement signs that include the restricted activities, and contact information attached
to t-posts at approximate 100-foot intervals. Until Final approval of the long-term steward as the
State the signs list RES as a contract and will be replaced with State signs upon their approval as
a long-term steward. The total planted area of the site is 48.84 acres, with Carraway Bluff Phase
II having 32.59 planted acres and Carraway Bluff DMS Full Delivery Project having 16.25 planted
acres. Within the preservation areas some Chinese privet and Bradford pear was treated via basal
bark method.
Other activities involved with the Project include minor bank stabilization efforts, where
culverts were removed. D6 was livestaked, and seeded with wetland species to encourage
the development of a linear wetland. As part of the Restoration activities, five culverts were
removed from the Project Area and four culverts were installed outside the easement to allow
for access throughout. It was determined that the most stable approach for the crossing outside
the easement at BH2 was a culvert instead of the timber mat bridge. Seeding and livestaking
occurred in the locations where the existing culverts are removed. All these activities were also
completed for the Carraway Bluff DMS Full Delivery Project where applicable including
planting, seeding, removing, or installing culverts, and associated live staking.
A Baseline Monitoring Report will be submitted in the coming months. No major modifications
from the approved Carraway Bluff Phase H BPDP were made during site construction. If any
deviations are discovered as a result of the as -built work, they will be included in the baseline
report that will be submitted to support the release of credits associated with Task 3. Should
you require further documentation, please let us know. Finally, we anticipate a site visit to be
required for the release of Task 2 credits. We will be in touch to schedule this with you.

9 CREDIT RELEASE SCHEDULE
