PROJECT SUMMARY: The applicant wishes to construct a 68 -slip marina (47 permanent and 21 temporary), an automated rail and lift system to accommodate an upland 330 -dry slip storage facility, a sewer pump out station and fuel pumps at a staging platform, neiv dredging of an access channel, access boardwalks, club house & pool, ship store, parking lot, and retaining wall. 9. Narrative Description: This is a request to modify an existing major permit. CAMA Major Permit #5 -08 was issued on January 17, 2008 to authorize the construction of a 10 -slip docking facility, excavation, dry stack building, automated rail and boat haul out system, clubhouse, pool, and parking lot. The property is a 27.5 -acre parcel in Jarrett Bay Marine Industrial Park, Carteret County. The Carteret County Land Use Plan has classified,this area as Rural with Services, with CAMA AEC's classified as Conservation. The applicant wishes to develop the property with a commercial 68 -slip marina, dredging, and a 330 -slip dry stack storage facility with a clubhouse and parking area for clients. The parcel is located at 1301 Sensation Weigh, Lot 9, near Beaufort off of Highway 101. It is located on the northern confluence of Eastman Creek and Core Creek, south of the Highway 101 high rise bridge. The proposed project will be on the Core Creek side of the property. There is a total of 2,881' of shoreline on this property, along Core Creek and Eastman Creek. Core Creek is approximately 690' across at this location. Eastman Creek is approximately 400' across at the mouth. This site is undeveloped with uplands consisting of juvenile pine forest bordered by Section 404 wetlands and coastal wetlands along the shoreline. The Coastal Wetlands AEC is comprised of Spartina alterniflora, Juncus roemerianus, Distichlis spicata, and Spartina patens. Upland elevations range from 3' to 6', with an average elevation of 4.5'. Core Creek and Eastman Creek waters are classified as SA, High Quality Waters. None of the project area is within PNA; it does not have submerged aquatic vegetation, and is conditionally closed to the harvest of shellfish. Eastman Creek is classified as a PNA. Clam relaying is allowed in Core Creek and indicates the presence of a shellfish resource. Bottom elevations within the project area range from -1 to —11 feet nlw. The bottom substrate is fine silt and lends easily to resuspension. Proposed structures will be at least 100 feet outside of the 80' USACE setback from the Core Creek ICW. These waters have an approximate +/ -3' lunar tidal amplitude. 10. Proposed Development: The applicant is requesting to expand from the permitted 10-slip docking facility to a 68- Brad Connell April 14, 2015 Morehead City Field Investigation Report: Page 3 of 6 slip commercial marina (47 permanent and 21 temporary boat slips), as well as reconfigure the layout of the permitted upland development. Included in the project, is a proposed expansion of the permitted dredging footprint within the boat launch/retrieval basin area and marina docks, near shore and extending offshore to access deeper water landward of the AIWW. The currently permitted upland development layout is proposed to be reconfigured with a 93,536 ft2 dry stack storage building, a 5,000 ft2 clubhouse, a 3,500 ftZ pool with a 20,000 ft, concrete apron, a 957- space parking lot, and a 2,400 ftZ ship store. The proposed 330 - slip dry stack storage building would be constructed along the east side of the high ground with some new Section 404 Wetland impacts. The proposed dry stack storage building would be 135' high above grade. The three proposed 10,000 - gallon fuel underground storage tanks (USTs) would be located near the northern property line, 65' landward of the normal high water (nhw) mark. The previously permitted access drive and parking area connecting to Sensation Weigh will be enlarged to accommodate an additional 126,000 square feet of parking area and a proposed 26' wide vehicular bridge access, east of this parking area, which will traverse Section 404 Wetlands to connect from Sensation Weigh directly to the dry stack storage building. The permitted club house, pool, parking lot, and ship store layout is proposed to be moved to from the north side of the high ground to the west side of the high ground. The proposed marina expansion and boat launch/retrieval area reconfiguration is to remain adjacent to the Core Creek shoreline, the waterward most extent of the proposed structures would be at least 90' from the AIWW channel setback. The proposed four -pier automated boat transfer rail system would be approximately 45' from the northern property boundary. Each one is proposed to be 6' wide and 353' long, traversing at least 3' high over the Coastal Wetlands and connect to Core Creek. Connecting to the northern most rail pier would be a floating docking facility with 21' staging boat slips. This proposed dock would extend 400' waterward of the nhw, and greater than 250' from the nearest adjacent docking facility. This proposed floating docking facility would support seven boat slips, a 28' by 38' platform and an "L" platform with fuel pump and sewage pump out services. The "L" platform is proposed to be 10' wide and 410' long, parallel to the shoreline. It would be 400' from the nhw to the offshore platform extent and would support 21 side -to temporary boat slips. It will be used for boat staging and pump services. It would have a 410' long vinyl wave attenuator attached underneath it that will suspended beneath the dock 5' down into the water column in order to minimize wave action. There are four finger piers and three tie pilings proposed to support these seven boat slips. Each finger pier would be 3.5' wide and 40' long. These seven boat slips would each be 14' wide. The main marina platform wharf that is proposed would be a fixed dock adjacent and parallel to the shoreline of Core Creek, averaging approximately 20' from the marsh. It would contain four floating 10 -slip docking facilities at least 200' apart, for a total of 40 Brad Connell April 14, 2015 Morehead City Field Investigation Report: Page 4 of 6 slips. This main platform would be 14' wide and 1,373' long. This main fixed platform would have a 6' wide floating platform running parallel to it on the west side for the full 1,373 feet. This main fixed platform would also support some accessory use platforms as well. It would have a 16' by 30' fishing platform, a 19' by 20' kayak launch, a 16' by 30' fish cleaning platform, and three 7' by 24' golf cart parking platforms and turn-outs. This main marina wharf would connect back to the high ground, traversing Coastal Wetlands, via six elevated pier cart paths. These piers would be grouped into three pairs. The first pair on the north end would be 293' long, the second middle pair would be 199' long, and the final pair towards the south end would be 561' long. Each of the six piers would be 6' wide, with a 5' wide gap separating the pair. Each pair would have tuna -out sections connecting the two, about midway down the length of the piers. The 10 -slip floating dock on the south end, adjacent to the confluence of Eastman Creek and Core Creek, would have a 10' wide and 199' long main pier with an 8' wide and 45' "L" platform at the waterward terminus. This dock will have five finger piers and five tie pilings to support these ten slips. Each slip would be 16' wide with each finger pier being 4' wide and 35' long. This docking facility would be approximately 1,000' waterward of the nhw mark. Eastman Creek is approximately 420' wide at this location, near the mouth. This section of the marina would extend 110' into the mouth of Eastman Creek. The next proposed 10 -slip floating dock would be located 200' north of the aforementioned wharf. It would have a pier walkway that is 10' wide and 148' long, with a "T" platform at the end that is 8' wide and 80' long. There would be four finger piers and six tie pilings associated with these 16' wide slips. Each proposed finger pier would be 4' wide and 35' long. The next proposed 10 -slip floating dock would be located 200' north of the aforementioned wharf. It would have an identical configuration. However, the pier walkway dimensions would differ as it would be 10' wide and 170' long. The fourth proposed 10 -slip floating dock structure would be located 200' north of the aforementioned wharf and 205' south of the fuel and sewage pump out platform. This proposed 10 -slip dock would have an identical configuration to the previous two. However, the pier walkway dimensions would differ as it would be 10' wide and 147' long. The applicant also proposes to conduct new dredging of an area from inside the boat launch/retrieval area out 250' to the edge of the 80' dredging, AIW W channel setback in order to access deeper water for a boat channel. The proposed dredging area has current depth soundings ranging from --3' nlw sloping down to —10' nlw offshore. The applicant wishes to excavate down to —10.0' nlw depth to the boat rail stations near shore using a backhoe on a floating barge. This would result in 7,648 cubic yards of material being removed from an area 250' long by an average of about 118' wide. The spoil is to be disposed of at a high ground, non jurisdictional site, pending DCM approval. Brad Connell April 14, 2015 Morehead City Field Investigation Report: Page 5of6 The applicant proposes to conduct new dredging of an additional area from the main marina fixed dock out an average of 250' at least 120' from the edge of the 80' USACE AIWW channel setback in order to access deeper water for the four 10 -slip docks. The proposed dredging area has current depth soundings ranging from -2' nlw sloping down to -4' nlw offshore. The applicant wishes to excavate down to -4' nlw depth to the boat rail stations near shore using a backhoe on a floating barge. This would result in 14,002 cubic yards of material being removed. The spoil is to be disposed of at a high ground, non - jurisdictional site, pending DCM approval. The proposed excavation is to accommodate large vessels access to the proposed near shore marina docking and haul -out facilities. 11. Anticipated lm acts: The proposed 10 -slip docking facility section on the southern end of the marina may pose a hazard to navigation. Although it would be sited on Core Creek, it appears to encroach into the mouth of Eastman Creek. The most constrictive point on the property along Eastman Creek is approximately 115' across and the width at the mouth of Eastman Creek is approximately 460' across. This proposed marina would encroach 115' into the mouth of Eastman Creek, and potentially into the slough, or natural channel, which is traditionally used for navigating into and out of Eastman Creek. This proposal would possibly have a significant impact oil a shellfish resource in the project area. The Division of Marine Fisheries conditionally allows relaying of shellfish from this area of Core Creek to private leaseholders. The proposed formalized boat slips would be at least 200' apart. However, those sections of floating dock within those 200' separations, coupled with the 21 boat slips proposed along the 410' long staging dock, could have an impact on these Conditionally Approved shellfish waters. As proposed, the docks, platforms, and rail system will shade approximately 18,000 ft2 of Section 404 and coastal wetlands and 75,681 ft2 of open water /shallow bottom habitat, which incorporates 251,625 ft2 along 2,881' of shoreline. The dry stack storage facility will be a high profile structure, at an elevation of 135' above grade. The intended uses include commercial wet slip dockage and dry stack storage of marine vessels. The depth contour beneath the wet slips and the excavation of the area should prevent scarring. The proposed structure should not be a hazard to navigation by staying at least 100' landward of the USACE's 80' Channel Setback Line. This proposed facility would concentrate marine vessel traffic in Core Creek, at this specific site. The proposed dredging will result in the removal of 21,650 cubic yards of material, impacting 3 83,750 ft2 of shell bottom habitat. The proposed dredging may cause a temporary increase in turbidity. Due to the tidal velocity in this area, there is a high probability of future excavation requests for this marina. As a result of this proposal, approximately 422,000 ft2 of high ground and Section 404 Wetlands will be impacted. Approximately 23% of the entire tract Brad Connell April 14, 2015 Morehead City Field Investigation Report: Page 6of6 would be covered by impervious surface, with approximately 14% of the 75' Estuarine Shoreline AEC covered by impervious surface. No SAV were observed in the area. These waters of Core Creek are not listed as Primary Nursery Area (PNA) and are classified as SA, High Quality Waters. The waters of the adjacent Eastman Creek are classified as PNA. Charles M. Cullipher, PE 151 -A Hwy 24 Morehead City , NC 28557 (252) 247 -7479 Stroud Engineering, P.A. is requesting a Major Modification to a CAMA Major Permit. Permit #: 5 -08, issued on January 17th, 2008 is a previous permit for the development of this parcel in a similar concept of a marina and boat storage layout. The original permit allowed for one (1) 6' wide pedestrian pier and four (4) 6' wide rail piers for boat transport crossing coastal wetlands. Waterward of the coastal wetlands there was a launch and retrieval wharf with three (3) stalls where boats could connect to the transport rail cars, a staging dock to the north of this wharf with two (2) platforms, approximately 240' and 150' long, for fuel, sewage pumpout and boat staging. To the south of the wharf was a 330' long and 18' wide main dock that ran parallel to shore for pedestrian access to a single 6' wide T -head platform with 3' wide finger piers and ten (10) wet slips. Both the wharf and T -head platform extended 200' from the main 18' dock into the water. On the upland portion of the site the original permit allowed an 82,000 SF dry stack boat storage building that could house 268 boats, a clubhouse with a 3,000 SF footprint, a pool with patio and sidewalks adjacent to the clubhouse and 124,244 SF of drives and parking for access and 259 parking spaces. Please see the attached site plan of the previously permitted site plan. The modification of CAMA Major Permit #: 5 -08 seeks to expand on the previously permitted development. The concept of a dry boat storage facility, launch and retrieval wharf, wet slips, clubhouse, pool and affiliated parking remains the same. This modification proposes three (3) double 6' wide pedestrian piers with 5 feet spacing between each crossing the coastal wetlands. They are labeled Pier 1, Pier 2 and Pier 3 on the Site Plan. The developer plans to use golf carts to transport people and their gear /supplies to the wet slips. The double 6' wide pedestrian piers allows golf carts to travel in both directions on separate piers, preventing backtracking for users and safety issues for pedestrians. The four (6') wide rail piers for boat transport remain the same except they are in a straight line as opposed to curved. Waterward of the coastal wetlands there is a launch and retrieval wharf with a 10' wide, 409.75' long floating platform that is also a wave attenuator, seven (7) wet slips for boat staging and a fixed waiting area platform. The main dock running parallel to shore has a fixed 14' wide dock and a floating 6' wide dock. On the fixed portion of the main dock are three (3) 24'x7' golf cart stations that allow for golf carts to be parked at convenient locations to the wet slips without encumbering the pedestrian activity on the dock. There is also a 36'x16' fish cleaning station in the middle of the main dock, a 36'x16' fishing platform at the end of the main dock and a 20'x18.5' floating kayak launch at the end of the main dock. All of these additions are proposed in a manner to promote functionality and user safety. Attached to this main dock are Docks A through D. Docks A, B and C are 10' wide T -head platforms with ten (10) 40' long wet slips with 4' wide finger docks. Dock D is a 10' wide platform with ten (10) 40' long wet slips and 4' wide finger docks. Per Shellfish Sanitation requirements each dock has a minimum of 200' of separation. There are 40 total wet slips for Docks A through D. The launch and retrieval wharf and Dock A have fueling and sewage pumpout stations. Dredging is proposed to in the area marked on the site plan. It is expected that Shellfish Sanitation will conduct a study to determine if shellfish need to be relocated due to the dredging. The developer is aware of this condition and is prepared to provide relocation if necessary. On the landward side, this modification proposes a 92,272 SF dry stack boat storage facility that can house 330 boats, a clubhouse with a 5,000 SF footprint, a pool with patio and sidewalks, a boat store for boat provisions, a boat washing facility with water reclamation system underground, 178,770 SF of pervious pavers for drives and parking providing 353 parking spaces and outdoor drystack boat storage racks that can hold 623 boats. Also in an effort to promote user safety and reduce impacts to the wetlands an approximately 26' wide, 639' long wooden bridge is proposed across 404 wetlands to provide water access for the public. The high ground access area is proposed as forklift, emergency vehicle and employee only drives. The proposed bridge prevents members of the public from interacting within the fork lift boat moving environment while reducing the fill necessary for a roadway to access the water side of the property. The tract's area is 28.85 acres with a significant portion being wetlands. It is located in Jarrett Bay Marine Park on Sensation Weigh in Beaufort, NC. To the east of the proposed site is an existing boat repair facility, Moore Smith Marine. To the north is an existing boat repair facility, True World, Inc. To the south is Eastman Creek and to the west is Core Creek. There are no current developed portions of the tract although it has been cleared of trees. There are wetlands on this site and 0.49 acres are being impacted with fill. The majority of the impact is on the east side of the dry storage facility. Wetlands impacts have been minimized to the extent practical, primarily by the proposed wooden bridge connecting the entrance to the storage facility.
