The US Army Corps of Engineers (USACE) issued the 404 Approval on September 3, 2014 (Action ID SAW- 2014 - 00309), and the NC Division of Water Resources issued the 401 Approval on September 4, 2014 (DWR Project No. 14- 0871). Since the permit approvals in September 2014, the project's construction footprint has been modified, and the proposed impacts have decreased along the western stream crossing (Stream S2). Additionally, in revising the construction footprint, it was discovered that stream impact Sites 1 and 2 were inadvertently mislabeled in the PCN package dated August 8, 2014. The stream impact labelling in the PCN package has been corrected with this revised submittal. The proposed bicycle lane project will still require the widening of Covil Farm Road, and will still require the extension of the existing culverts beneath the road connecting wetlands W1 and W2 (Figure 3). The extension of these culverts and the associated NCDOT - required fill slopes will result in the unavoidable permanent impact to 0.043 acres of jurisdictional wetlands and temporary impacts to 0.034 acre of wetlands W1 and W2 (Wetland Impact Site 2 in the revised PCN). Temporary stream impacts have been added (14 LF) at this crossing to account for the temporary impacts resulting from dewatering activities needed to ensure that all construction can be conducted in the dry at this crossing. The culvert extension will also result in 16 LF of permanent impact to stream S1 (shown in the August 8, 2014 PCN application as Site 2/Stream S2). Impacts to stream S2 (shown in the August 8, 2014 PCN application as Site 1 /Stream S1) have been removed completely, as well as the wetland impacts on the south side of Covil Farm Road. Due to the change in stream impacts, the revised PCN application shows only Site 1 in the Stream Impacts Section, referring to Stream S1 on the attached Figure 3. Along the north side of Covil Farm Road near wetlands W3 and W4 (Site 1), the fill slope has been modified to improve the constructability of the proposed widening, and improve the long -term stability of the fill slope. Covil Farm Road is a two -lane road, connecting several small residential neighborhoods interspersed with tracts of forested land. 3b. Describe the overall project in detail, including the type of equipment to be used: The proposed project will widen Covil Farm Road within the existing right -of -way. Fill slopes along Covil Farm Road will need to be extended, and existing culverts will need to be lengthened to facilitate the construction of the bike lanes. Throughout the rest of the corridor, the existing roadway facility is wide enough to allow the construction of bike lanes by resurfacing the existing road. Typical roadway construction equipment will be utilized including cranes, track hoes, back hoes, graders, dump trucks, bulldozers, pavement marking equipment and paving equipment. 4. Impacts resulting from the proposed project were minimized to the greatest extent practical. Headwalls were attempted in this location, but due to grade and construction limitations, construction of headwalls to minimize impacts was cost prohibitive. Since headwalls were not feasible, fill slopes were kept as tight as possible to the existing toe of slope, and the widening will occur along the existing roadway corridor to minimize overall impacts to the systems in the project area. The widening was redesigned along the Stream S2 crossing to completely avoid impacts to the jurisdictional stream feature. 1 b. The project corridor is located within a residential area and roadside edges are frequently maintained up to the heavily forested edges along the wetland boundaries. The forest communities are primarily bottomland hardwood swamp systems with thick understory. The wetland and stream systems within the project area have low flow with low water depths, and would not support any of the aquatic species listed for New Hanover County. Additionally, a review of NCNHP records, updated April 2014, indicates that no known element occurrences within a 1 mile radius of the project study area. Due to the lack of suitable habitat and the lack of known occurrences, it has been determined that the proposed project will have no effect on any federally listed species. 6. However, the proposed bike lanes are not erected to impact these aquatic resources due to the minimal impact associated with the project 7.
