AWT completed a stream and wetland evaluation for Matthew Bambar.This is an undeveloped site
approximately 8.65 acres on Ray's Bridge Road in Moore County NC. Included in this evaluation is a desk
audit of site-specific documentation and an onsite field evaluation.AWT's goal is to search for surface
water and wetlands subject to Sections 404 and 401 of the Clean Water Act (CWA).These are
jurisdictional Waters of the United States (WOTUS) regulated by the US Army Corps of Engineers and NC
DWQ, respectively.These agencies reserve the right to amend outside agency determinations. As a
result,AWT's findings are preliminary at this time.
The whole point of the CWA section 404 and 401 is to regulate discharge of dredge or fill material into
WOTUS, including wetlands. Any activity that introduces fill into a WOTUS requires permitting.A 404
permit is required through USACE, and a 401 Water Quality Certification is required through NC DWQ.
These agencies work in tandem to regulate and protect our nations'water quality.
Desk Audit- Document Review
We complete a desk audit before each site visit.This is valuable in understanding the environmental
characteristics of a site.Also, it provides a robust foundation for a thorough in field investigation.Table
1 is a summary of our desk audit for this site. Figures 1-4 are images showing the results of our desk
audit.These are also in Attachment 1.

Soil Survey. Streams delineated on this map is considered correct by NC DWQ and the US Army Corps of
Engineers. In field documentation do not supersede the NRCS Soil Survey map. Figure 1. is this site's

National Wetland Inventory is a national database developed by the Fish and Wildlife Service showing
potential wetland locations. In this map a large portion of this property is covered by wetlands.This
source is used as a reference only. In field evaluation is needed to identify and define a wetland
boundary. Figure 3. Show the results of our review.

FEMA Flood Hazard-This data is used to understand how 100-year plain affect the site. Flood zones are
strongly connected to wetlands and surface water. Figure 4. Shows a map created by AWT using FEMA
Floodplain digital data for this site.

Protected NCRiparian Buffer Area-DWR has set up protective riparian buffers in certain river basins.To
help protect water quality in North Carolina, DWR has in place riparian buffer rules protecting vegetated
areas adjacent to intermittent and perennial streams, lakes, reservoirs, ponds, estuaries, and modified
natural streams.This site is in the Cape Fear River basin.There are no riparian buffer rules in this river
basin.

In-Field Evaluation Requirements
These authorities set the framework for our infield evaluation. We follow USACE wetland delineation
methods outlined in their 1987 Wetland Delineation Manual. We also refer to regional supplement for
Eastern Mountains and Piedmont Region. We evaluate streams according to NC DWQ Stream
Identification methodologies and document our findings on their latest ID Form.
Our Findings
Throughout our field work, we document our findings with blue/white flagging, GPS, and photographs.
Our GPS data is used to create a GIS map showing where streams and wetlands are found on site. We
also use GIS to estimate the size of each wetland. Keep in mind this is an estimation and only through

survey will the actual size be determined. Our Wetland and Stream Delineation map displaying our
findings is in Attachment 2.
When we evaluate a potential wetland, we are looking for three specific indicators.All three must be
present to be considered a wetland:
• Hydrology Indicators
• Hydrophytic Vegetation
• Hydric Soil
Tables 2 discusses how each indicator is met for each wetland.Table 3 summarizes specific qualifiers for
NC streams.

Conclusion
Wetlands and streams have been located on this site.They meet CWA sections 404 and 401 and
considered Waters of the US (WOTUS).These WOTUS require permitting through USACE (404) and NC
DWQ(401) if impacts are considered. Please note the term impact refers to activities that will cause the
release of fill into WOTUS. Additionally, impacts include but not limited to road crossing, clearing,
development, utilities, etc.
If impacts to these WOTUS are anticipated; AWT recommends submitting a Preliminary Jurisdictional
Determination (PJD)to the US Army Corps of Engineers for an official acceptance (concurrence) of our
findings. A concurrence is the first step of the permitting process.AWT can complete this task and follow
through with permitting upon request.
