EXECUTIVE SUMMARY
On behalf of LCFUMB, LLC (Bank Sponsor), Davey Resource Group (DRG) is submitting the following
Mitigation Plan for the inclusion of the Juniper Tract (a 624.7-acre property) to the existing Mitigation
Banking Instrument (MBI) executed on January 23, 2013 for the Lower Cape Fear Umbrella Mitigation
Bank (Bank). The existing Bank has been implemented to provide compensatory mitigation for authorized
stream and wetland impacts with the Lower Cape Fear River Basin (USGS 8-digit hydrologic unit
03030005). The initial phase of the Bank consists of two tracts. The 72-acre White Springs Tract is located
east of NC Hwy 133 (River Road SE) and immediately north of the Military Ocean Terminal at Sunny
Point (MOTSU) Access Road approximately 4 miles north of Southport, NC. The 441-acre Sneeden Tract
is located adjacent to Cedar Hill Road (SR 1430) and approximately two miles north of Navassa, NC. The
integration of the proposed Juniper Tract into the existing Lower Cape Fear Umbrella Mitigation Bank will
provide for the restoration of a large, ecologically significant headwater wetland and stream complex of the
outer Coastal Plain. The Juniper Tract consists of three channelized stream reaches and associated degraded
riparian areas as well as broad non-riparian headwater wetlands altered or otherwise removed by drainage
and conversion to silvicultural land use.
The project restores 257.3 acres of non-riparian wetland habitat, 32.3 acres of riparian wetlands, 2,313
linear feet of first-order streams, and 3,173 linear feet of zero-order stream valleys. Restoration activities
have included the backfilling and plugging of the existing drainage network, removal of the majority of the
roadbeds, raising the bed elevation and re-establishing the sinuosity of the first-order stream, re-contouring
of zero-order stream valleys, and planting of characteristic wetland trees and shrubs in the majority of the
tract. The project results in the restoration of natural wetland hydroperiods associated with the broad,
interstream landscape position and zero-order streams. An additional 497.3 acres of wetland enhancement
and preservation (both riparian and non-riparian wetlands) are included in the proposed project. A total of
624.7 acres (inclusive of the areas described in the approved Juniper Tract – Final Mitigation Plan) has
been placed into a perpetual conservation easement for the long-term protection of the site.
The objective of the Bank is to provide suitable, high-quality wetland and stream mitigation for authorized
impacts within the Lower Cape Fear River Basin. The restoration, enhancement and preservation of aquatic
resources on the Juniper Tract mitigation site will generate 315.2 non-riparian wetland credits, 33.8 riparian
wetland credits, and 5,486 stream credits.
The tract is located on the south side of Mill Creek Road SE and on the north side of Danford Road,
immediately east of Bolivia, NC. The site is situated between a NC DOT mitigation site, located to the west
across HWY 17, and the Boiling Spring Lakes Plant Conservation Preserve, located to the southeast.

1.0 AS-BUILT STATE
This section documents the as-built/baseline condition.
1.1 As-built/Record Drawings
As-built drawings are attached in Appendix D.
1.2 Morphologic State of the Channel
Upon completion of grading and structure installation, a baseline survey was performed for restored zero-
order and first-order streams on-site. These channels include UT 1 Harris Swamp zero-order stream, UT 2
Harris Swamp zero-order stream, Hickman Branch zero-order stream, and Hickman Branch first-order
stream. Baseline morphologic data is included as Appendix A and includes:

1.3 Planting Summary
Planting of the stream restoration corridors and the former pine plantations was conducted by Shenandoah
Habitats. Prior to planting, the site was drum-chopped, and herbicide was applied via drone to remove
invasive and other undesirable species. Planting was performed from late February to early March (2023).
Plant material consisted of bare-root material obtained from Arborgen Nursery (Blenheim, South Carolina),
Native Forest Nursery (Chatsworth, Georgia) and from the North Carolina Forestry Service Claridge
Nursery (Goldsboro, North Carolina). Planting zones were demarcated based upon soil type, landscape
position, and target wetland community type in accordance with the Final Mitigation Plan (October 6,
2021).
Characteristic species such as bald cypress (Taxodium distichum) and swamp blackgum (Nyssa sylvatica )
were planted within the stream riparian zones. Note that in addition to the riparian wetlands and stream
buffers, bare root seedlings were also installed along the banks of the restored stream channels. Stream
bank species included silky dogwood (Cornus amonum), black willow (Salix nigra) and buttonbush
(Cephalanthus occidentalis). Bare root seedlings were planted on a minimum average density of 538 stems
per acre. Baseline vegetation data is provided in Appendix B.
Approximately 289.1 acres of pine plantation (non-riparian area) at the headwaters of the Bank site were
divided into two wetland species mixes: (1) hardwood flat (131.9 acres) and (2) non-riverine swamp forest
(157.2 acres). These areas were planted on a mimimum average density of 538 stems per acre. Refer to
Appendix B for the baseline vegetation data. Table 1 provides additional information regarding community
composition and stem counts.

1.4 Earthwork Summary
Earthwork was initiated in July 2022 upon receipt of applicable Erosion and Sediment Control Approvals
by the NC Division of Energy, Mineral, and Land Resources. Grading consisted of roadway removal,
installing reinforced clay plugs at prescribed locations, raising bed elevations and increasing sinuosity of
first-order streams, and the contouring of shallow zero-order stream valleys. All land-disturbing activities
were implemented in such a manner as to minimize the area of exposure and the time between the land
disturbance and providing for ground cover. Graded areas were seeded and mulched upon completion of
final grades (see attached seed mix in Appendix B). Sediment and erosion control measures (including
straw wattles and check dams) were installed down-gradient within the limits of disturbance to prevent
sediment from leaving the limits of disturbance. All earthwork associated with this phase of the project
was implemented between July and February 2023.
Clay plug material was placed within the ditches and compacted utilizing heavy machinery (i.e. excavator
equipment). Wetland plug work was conducted by KBS Earthworks Inc. and Road Builders Inc. To provide
additional reinforcement during high-flow events, filter-fabric and large rip-rap was placed over the entire
length of each clay plug (including the upstream and downstream slopes). Filled ditch sections were
generally graded to within a foot of adjacent ground to promote desired hydrologic restoration.
Grading of the three zero-order stream valleys within the Juniper Tract was consistent with guidelines
regarding zero-order streams in the Outer Coastal Plain. Current guidance specifies that a gently sloping
valley (without a designed/constructed stream channel) may be established within headwater areas that have
been impacted through various land disturbing activities (e.g. silvicultural ditching).
As-built cross section surveys were conducted in February 2023. RIVERMorph was used to analyze cross
section data and establish As-built bankfull elevations. Morphological data can be seen in Appendix A.
1.5 Stream and Wetland Gauges
Groundwater and surface water gauges were installed within restored and enhanced wetlands and streams
on-site. Groundwater gauges were installed in restored wetlands and restored zero-order streams. Surface
water gauges were installed in restored first-order stream channels. Gauge location maps are included in
Appendix C. Gauges will be monitored throughout the entire calendar year for the duration of monitoring.
1.6 Credit Summary
Table 2 and Table 3 summarize the as-built mitigation quantities for wetlands and streams.

Riparian wetlands were restored (32.3 acres) and enhanced (4.6 acres) as a result of stream channel and
ditch modifications within the Site. Riparian wetland mitigation credits total 33.8. The Site provides a
total of 257.3 acres of non-riparian wetlands, located throughout inter-stream flats on the Site, which were
restored as a result of hydrologic improvements (i.e. ditch plugs and ditch backfilling). Additionally, 111.6
acres of non-riparian wetlands were preserved and 123.8 acres of non-riparian wetlands were enhanced.

Final stream mitigation includes 5,486 LF of restored zero order and first order streams. These channels
total 5,486 stream mitigation credits. The 2,313 LF of restored first order stream and corresponding credits
exclude an approximately 91 LF rock ramp at the downstream end that was necessary to reduce outgoing
water velocity. A summary of stream mitigation and its associated credits is depicted in Table 2 above.
