Dear Mr. Medric:
This correspondence is in reference to the Neu -Con Umbrella Mitigation Bank,
Arrington Bridge III Mitigation Site. The site includes wetlands in the Upper Neuse
Cataloging Unit (03020201), in Wayne County, North Carolina. The purpose of this
letter is to transmit comments provided by the NC Interagency Review Team (NCIRT)
during the review of the annual monitoring report and supplemental monitoring data to
confirm the final credit release and closeout approval of the mitigation site.
Pursuant to the site's Umbrella Mitigation Banking Instrument and the site -specific
Mitigation Plan, the following mitigation credits shall be available for sale provided the
annual monitoring report demonstrates interim performance standards are being met:
• 10% of the total enhancement and/or restoration Wetland Mitigation Units (WMUs)
associated with the year 7 annual monitoring (3.250 WMUs)
By copy of this correspondence, we confirm that you have satisfied all requirements
as outlined in your final mitigation plan dated September 2015, and the remaining 3.250
WMUs are now available for sale. Total final credits released for the Arrington Bridge III
Mitigation Site include 32.51 WMUs.
As this credit release represents the final release for the site, this letter also confirms
the closeout approval of the site. At this point, the site will be transferred from the
monitoring phase to the long-term management phase. We have confirmed that the long-
term endowment has been fully funded and that the conservation easement is held by the
long-term steward for the project. During the final site review, we also noted several
additional tasks that must be complete prior to transferring the project to long-term
management. We received the additional wetland monitoring data and are satisfied with
the results. Please remove all monitoring devices (i.e., groundwater monitoring gauges,
vegetation plot corner markers, other non -biodegradable materials, etc.) from the site.
Additionally, please replace any missing or worn easement boundary markers and
ensure that the easement boundary is in good condition. Finally, please contact the long-
term steward for the site to be sure they are aware that the site is being transitioned to
the long-term management phase and that RES is no longer monitoring the site or
conducting site maintenance. Once these activities have been completed, any remaining
bonds associated with site maintenance or monitoring may be retired.
Please remember that you must continue to adhere to requirements of the Instrument,
including providing us with copies of all mitigation responsibility transfer documentation,
along with updated site ledgers for all future credit transactions within 30 days of the
transaction, and on an annual basis at a minimum (if no credit transactions occur) until
the site is sold out.
