(PCS), Wetlands Resource Center LLC (WRC), has completed Year 5 annual monitoring of Phase 2 of the Rutman Creek Watershed Restoration Project. Phase 2 includes the restoration of 1,232 acres of non - riparian wetland restoration and the preservation and enhancement of 448 acres of bay forest wetlands. Two wetland community types, headwater bay forest and wet hardwood forest, were restored based on landscape position and soil type. Construction of this phase was completed in March 2010. Work included the backfilling of interior (lateral) ditches, disking of fields, the installation of clay plugs, and the planting of over 643,950 bare -root seedlings (refer to the As -Built Report submitted June 2010). Per the approved restoration plan, monitoring of the site includes the assessment of both hydrologic and vegetative conditions over the course of a five year monitoring period. Following the completion of the earthwork, a total of one hundred twenty -three (123) 0.10 acre plots were established throughout the planted area. Approximately 90% of the vegetation plots were associated with the bay forest community and 10% were associated with the wet hardwood forest community. A total of sixty -two (62) shallow groundwater monitoring wells were installed within approximately 50% of the plots. Additional wells have been installed in enhancement wetland areas and within reference wetlands (both on -site and off - site). Refer to the prior Annual Monitoring Reports (AMRs) summarizing site conditions from Year 1 (2010 growing season) through Year 4 (2013 growing season). Hydrologic monitoring was performed throughout 2014. The annual vegetation monitoring was performed in October 2014. Based upon the data collected, the Phase 2 project area exhibits high rate of survivorship (97 %) of planted species as evidenced by an average observed density of 527 stems per acre. The hydrologic response to restoration efforts is also evident via data collected from the shallow groundwater monitoring wells. Subsequent to the backfilling of lateral ditches and installation of clay plugs within canals (completed in March 2010), groundwater levels have gradually risen and wetland hydroperiods have been documented across the site. In Year 5, all but one of the sixty -two (62) wells exhibited hydroperiods greater than 6% of the growing season. The mean hydroperiod of all wells was 52 days (equivalent to 20% of the growing season). The following AMR provides more detailed information regarding the findings of Year 5 monitoring. Rutman Creek Watershed Restoration Project — PHASE 2 Year 5 Annual Monitoring Report (April 2015) 2.0 PROJECT OVERVIEW A. Introduction Wetlands Resource Center (WRC) began implementation of Phase 2 of the restoration project (encompassing 1,680 acres of the 4,213 -acre project area) in December 2009. Phase 2 is located in the central section of the larger Rutman Creek Watershed Restoration Project and is bounded by New Lake Road to the north, Airport Road to east, and Bama Canal to the southwest (Figure 1). Restoration activities included earthwork (backfilling of interior ditches, disking of fields, installation of clay plugs, etc.), planting of characteristic non - riparian bay and wet hardwood forest trees, and the installation of monitoring devices. Placement of fill material within existing ditches was authorized under Nationwide Permit 27 issued by the U.S. Army Corps of Engineers (USACE) with attached conditions (issued February 20, 2009), and the NC Division of Water Quality (DWQ) 401 Water Quality Certification with attached conditions (issued March 16, 2009). Refer to the Phase 1 As -Built Report for copies of these authorizations. The entire restoration project is designed to provide suitable, high - quality wetland and stream restoration to mitigate for authorized impacts associated with the PCS mine continuation project in Aurora (Beaufort County), NC (USACE Permit No. SAW- 2001 - 10096; DWQ 401 Certification No. 3771). B. Mitigation Goals and Objectives The objective of the Rutman Creek project is to provide for the functional restoration and ecological up -lift of wetland and stream habitat via the re- establishment of characteristic hydrologic conditions and vegetative assemblages. Anticipated functions and values resulting from the restoration project include increased nutrient retention /transformation, sediment retention, floodwater storage /flood abatement, wetland /wildlife habitat, and groundwater recharge. Given the scale of the restoration effort, the project will provide considerable habitat benefits on a watershed and regional level. The project offers the unique opportunity to provide habitat connectivity between vast acreage of wildlife refuge areas (to the northeast) and the Pungo River Estuary (to the southwest). Rutman Creek Watershed Restoration Project — PHASE 2 2 Year 5 Annual Monitoring Report (April 2015) Phase 2 of the project is intended to restore the hydrology and vegetation to 1,232 acres of previously disturbed wetland habitat. An additional 384 acres of preservation and 64 acres of enhancement are also included within the boundaries of Phase 2. Restoration and preservation efforts will contribute to enhanced water quality and food -web support of downstream waters. The vegetative restoration component is intended to reestablish a characteristic assemblage of bay forest and wet hardwood forest coinciding with existing topography, soil types, and restored hydroperiods. The restored wetland communities will provide valuable refuge and feeding habitat previously degraded or removed entirely by historic conversion to agriculture and subsequent long- term farming practices. C. Project Implementation Restoration activities within the existing farm fields were initiated in December 2009 with the backfilling of the existing network of lateral ditches. Clay plugs were then installed in five (5) specific locations within outlet canals per the approved restoration plan (Figure 2). Clay material for these plugs was excavated from existing spoil piles along Mooney Canal. The plug material was placed within the canals and subsequently compacted utilizing the excavator equipment. All the clay plugs were installed during February and March 2010. Clay plugs #7 through #10 and #13 are 50 ft in length. To provide additional reinforcement during high -flow events, filter- fabric and large rip -rap was placed over the entire length of each plug (including the upstream and downstream slopes). All water - control structures on each of the canals within Phase 2 have been removed from operation. Note that access across the water - control structures has been maintained to provide all- terrain vehicle ingress /egress for monitoring and long -term management. Planting of the 1,232 -acre restoration area was conducted by Superior Tree Planting Service during the week of March 1 through March 12, 2010. All planting activities were supervised by environmental scientists from LMG. Plant material was provided by Arborgen Nursery (Blenheim, SC). Per the restoration plan, two non - riparian vegetative communities (bay forest and wet hardwood forest) were established throughout the 1,232 -acre restoration area. The bay forest community (approximately 1,111 acres) was planted with characteristic species such as bald cypress (Taxodium distichum), sweet bay (Magnolia virginiana) and pond pine (Pinus serotina). The wet hardwood forest community (approximately 121 acres) was planted with species such as Rutman Creek Watershed Restoration Project — PHASE 2 3 Year 5 Annual Monitoring Report (April 2015) swamp chestnut oak (Quercus michauxil), laurel oak (Quercus laurifolia), and black gum (Nyssa sylvatica). A total of 643,950 seedlings were planted (corresponding to an average density of 523 stems /acre). Table 1 provides additional information regarding community composition and total stem counts for Phase 2. Table 1. This monitoring includes both a vegetative and hydrologic component per the approved restoration plan. The vegetative component for Phase 2 includes an assessment of the conditions within each of the 123 permanent monitoring plots that have been established throughout the project area (Figure 2). Rutman Creek Watershed Restoration Project — PHASE 2 4 Year 5 Annual Monitoring Report (April 2015) Hydrologic monitoring is conducted via sixty -two (62) automated, shallow groundwater monitoring wells recording on daily intervals (refer to Figure 2 for location of the monitoring wells). Data from the wells are downloaded on approximate three -month intervals and imported into graphing software analysis. The following are the specific success criteria for both the vegetation and hydrologic monitoring of the restoration areas. Note that the hydrologic success criterion for Phase 2 (wet hardwood forest and bay forest community types) is identified in 2a and 2b below. (1) Demonstrated density of planted species to meet or exceed 260 trees per acre at the end of S years (post planting). (2) The hydrologic criterion is premised on the specific community type to be restored. (a) For the nonriverine wet hardwood forest community (mineral soils), the hydrologic criterion will be the establishment of a static water table at, or within, 12 " of the soil surface for 6% of the growing season (equivalent to 16 days based upon a growing season from March 11 th through November 27th) during periods of normal rainfall. (b) For the nonriverine bay forest and swamp forest communities (organic soils), the hydrologic criterion will be the establishment of a static water table at, or within, 12 " of the soil surface for 10% of the growing season (equivalent to 26 days based upon a growing season from March 11th through November 27th) during periods of normal rainfall. (c) For the small stream swamp (headwater riparian) community (zero -order geomorphic position), the hydrologic criterion will be the establishment of a static water table at, or within, 12" of the soil surface for 12.5% of the growing season (equivalent to 33 days based upon a growing season from March 11 th through November 27th) during periods of normal rainfall. Monitoring reports include results of vegetative monitoring and photographic documentation of site conditions. For instance, deer browse tubes and fencing may need to be used if evidence of significant herbivory or deer browse is observed. In addition, supplemental planting may be necessary in areas of reduced survivorship. Table 2. Vegetation Monitoring A total of 7,493 plant stems (6,399 stems of planted species and 1,094 stems of acceptable volunteer species) were enumerated throughout the one hundred twenty -three (123) plots. Note that three plots ( #107, #108, and #110) occur in former road beds and are 0.05 -acre in size. Accounting for the total monitored area, the observed mean stem density of planted species across the site is 527 stems per acre (Table 3). Bald cypress (Taxodium distichum) was the most abundant woody species, with a total of 2,019 individuals identified. Other planted species such as pond pine (Pinus serotina), black gum (Nyssa sylvatica), Atlantic white cedar (Chamaecyparis thyoides), and sweetbay (Magnolia virginiana) were also prevalent within the monitored plots. With Rutman Creek Watershed Restoration Project — PHASE 2 6 Year 5 Annual Monitoring Report (April 2015) the inclusion of five accepted volunteer species (namely American holly (Ilex opaca), wax myrtle (Morelia cerifera), loblolly bay (Gordonia lasianthus), gallberry (Ilex coriacea), and fetterbush (Lyonia lucida)), the observed mean stem density for Year 5 is 617 stems per acre. A total of ninety -three (93) stems of unidentified pine saplings (Pinus spp.) were documented within eleven plots (note that these volunteer stems are not included within the acceptable volunteer category and are not counted toward the mean stem density reported). Additional woody volunteers, including eastern baccharis ( Baccharis halimifolia), winged sumac (Rhus copallinum), black willow (Salix nigra), and sweet gum (Liquidambar styraciflua) were identified in Phase 2; however, these species were not counted towards the success of the site. Natural recruitment of red bay volunteers was noted in areas in close proximity to the forested preservation areas of the tract. Refer to Appendix A for photographs of current site conditions. Of the 123 plots, all but three plots (Plot #36, 69, and 108) exceeded the minimum success criteria of 26 stems per 0.10 -acre. Plot #36 and 69 were just below the target stem density with twenty -five (25) and twenty -four (24) planted stems enumerated in the plots, respectively. Plot #108 exhibited a relatively low number of planted stems (19 stems per 0.10 - acre) with no volunteer stems documented. Plot #110 also exhibited a relatively low number of planted stems (17 stems per 0.10- acre); however, several desirable shrubs volunteered into the plot resulting in a total stem density of planted stems and desirable volunteers of 80 stems per 0.10 -acre. Overall, the survivorship of planted species is high, and nearly all the plots contain a desirable assemblage of characteristic wetland species. During last year's monitoring it was noted that herbaceous vegetation was very dense in select plots; however, most planted tree seedlings remain unaffected. There was no indication of significant mortality that would require implementation of contingency measures. The vast majority of plots (120 out of 123) met the success criterion and exhibited relatively high stem densities (ranging between 17 planted stems to 129 stems per 0.10 -acre plot) through Year 5 monitoring. B. Hydrologic Monitoring 1. Overview Per the approved mitigation plan, a total of sixty -two (62) automated shallow groundwater monitoring wells were installed throughout the Phase 2 project area the week of February 15, 2010. The number of wells installed was proportional to the acreage of the two targeted wetland community types. Specifically, fifty -six (56) wells were installed in the bay forest restoration areas and six (6) wells were installed within the wet hardwood forest areas (refer to Figure 2). In addition, four (4) automated wells were installed within existing bay forest areas targeted for wetland enhancement and five (5) wells had been previously installed within on -site bay forest reference wetlands (refer to Figure 5). Regional drought indices, including the Palmer Drought Index and the North Carolina Division of Water Resources (DWR) Drought Status Maps, were examined to interpret precipitation patterns Rutman Creek Watershed Restoration Project — PHASE 2 8 Year 5 Annual Monitoring Report (April 2015) and predicted subsurface water storage conditions relative to long -term climatic data. In particular, the Palmer Hydrological Drought Index maps depict hydrological (long -term cumulative) drought and wet conditions, which more accurately reflect groundwater conditions. Based upon the 2014 index maps, the Hyde County area of North Carolina exhibited normal groundwater conditions on a monthly basis during January through August, October, November, and December. The area was considered to be moderately moist in September. The Palmer Hydrologic Drought Index maps for 2014 are included in Appendix C. The NC Drought Status Monitoring Program compares existing data to long -term (1965 -2013) climatic conditions for well data, stream baseflow data, and combined well and baseflow data. Contoured percentile data (30th /70th percentiles) are graphically displayed on monthly drought images. Based upon these maps, subsurface storage (i.e. groundwater) conditions were considered normal during the entire year of 2014. The NC DWR Drought Status Maps for 2014 are included in Appendix D. The on -site rain gauge documented above normal rainfall conditions ( >70th percentile) in January and normal rainfall conditions throughout the remainder of the year. Total on -site rainfall for the year was 47.91 inches. It should be noted, however, that the rain gauge experienced a data gap due to equipment failure during September and October 2014. Precipitation data were substituted from the nearest Accuweather.com station (Belhaven 3 NE) during these months. The nearest functional CRONOS Station (Swanquarter Ferry) recorded 51.42 inches for the year. According to the WETS long -term climatic data, mean annual rainfall for Belhaven, NC is 49.74 inches. Site - specific rainfall data are included on the hydrographs in Appendix E. Note that appendices C through E are provided digitally on the enclosed CD. As has been discussed in prior annual reports, hydrologic data are viewed in the context of two growing seasons: (1) the WETS growing season for the county (March 11 through November 27); and (2) the Atlantic and Gulf Coastal Plain Regional Supplement -based growing season (February 1 through November 30). Since the time of the approval of the Mitigation Plan for the Rutman Creek Watershed Restoration Project (in 2008), the latter growing season has become the standard, accepted growing season for evaluating hydrology of mitigation sites in eastern North Rutman Creek Watershed Restoration Project — PHASE 2 g Year 5 Annual Monitoring Report (April 2015) Carolina (particularly for the Outer Coastal Plain). This is based upon the recognized biological activity that typically occurs throughout much of the year in this Land Resource Region (LRR) of North Carolina. The Regional Supplement cites evidence of year -round growing seasons in coastal areas including in a freshwater tidal wetland along the James River in Virginia (Seybold et al. 2002) and in Virginia's Great Dismal Swamp (Burdt et al. 2005). As a result, the following summaries of hydrologic conditions of the mitigation site include an assessment of hydrology for both the WETS- defined growing season and the Regional Supplement -based growing season. 2A. Bay Forest Restoration Areas (March 11— November 27 Growing Season) For the traditional WETS - established growing season, all of the groundwater wells within the bay forest community type exhibited hydroperiods in excess of 6% of the growing season (corresponding to 16 consecutive days). Of the 56 wells, fifty -three (53) wells exhibited hydroperiods equal to or greater than 10% of the growing season (i.e. the hydrologic success criterion for bay forest wetland restoration). Three wells (Well #35, #65, and #89) narrowly missed the consecutive hydroperiod criterion — with Well #35 and #65 exhibiting water tables within 12 inches of the soil surface for 25 consecutive days, within one day of the success criterion. (equivalent to 9.5% of the growing season). Depending upon the time of the day of the gauge reading, this is considered to be within the margin of error for this type of data collection and instrumentation. Well #35 exhibited wetland hydrology for 27 out of 30 days from March 11 through April 9 (during a period of normal precipitation). In addition, Well #35 exhibited wetland hydrology for 175 days out of the 2014 calendar year (a normal rainfall year). Well #65 exhibited wetland hydrology for 28 out of 31 days from March 11 through April 10 and 185 days out of the year. Well #89 exhibited wetland hydrology for 23 consecutive days in the early growing season. A well malfunction during the latter part of the growing season prevented the collection of data from September 30 through December 31; however, the well still registered 136 days of wetland hydrology out of the 273 days of data collected (equivalent to 50% of the data set). Between March 11 and November 27, hydroperiods for the bay forest wells ranged between 23 consecutive days (8.8% of the growing season) (Well #89) and 82 days (31.3% of the growing season) (Well #21 and Well #51). The mean hydroperiod was 54 days (20.6% of the growing season). Rutman Creek Watershed Restoration Project — PHASE 2 10 Year 5 Annual Monitoring Report (April 2015) Refer to Table 4A for a summary of the hydrologic data for the bay forest restoration wells. Hydrographs are provided in Appendix E (on the enclosed CD). The estimated hydrologic zones (March 11 to November 27) of Phase 2 (Year 5) are provided in Figure 3. 28. Bay Forest Restoration Areas (February 1- November 30 Growing Season) As discussed above, biological indicators and soil temperature data often indicate that the growing season of a particular county may be longer than that identified in WETS tables. As a result, the state Interagency Review Team (IRT) has recommended the use of a growing season beginning February 1 and ending November 30 of each year (unless site - specific data indicate otherwise). Based upon this standardized growing season, all of the fifty -six (56) wells met the hydrologic success criterion (i.e. equal to, or greater than, 10% of the growing season). Hydrologic data for the bay forest wells utilizing the February 1 through November 30 growing season are summarized in Table 4B. Hydroperiods ranged between 60 consecutive days (equivalent to 19.8% of the growing season) and 120 consecutive days (equivalent to 39.6% of the growing season). The mean hydroperiod for all wells was 82 consecutive days (equivalent to 27.1% of the growing season). The estimated hydrologic zones (February 1 to November 30) of Phase 2 (Year 5) are provided in Figure 4. 3A. Wet Hardwood Forest Restoration Areas (March 11— November 27 Growing Season) Within the areas targeted for wet hardwood forest restoration, five of the six wells met the hydrologic success criterion (6% of the growing season) based upon the WETS- defined growing season. The one well not meeting the criterion (Well #117) exhibited a hydroperiod of 13 consecutive days (5.0% of the growing season) from March 15 through March 27. During a 20 -day period from March 11 to March 30, this well exhibited wetland hydrology for 17 days (with the remaining three days exhibiting a water table between 12 and 14 inches below the soil surface). Rutman Creek Watershed Restoration Project — PHASE 2 Year 5 Annual Monitoring Report (April 2015) Hydroperiods for the wet hardwood forest wells ranged between 13 consecutive days (5.0% of the growing season) (Well #117) and 65 days (24.8% of the growing season) (Well #123). The mean hydroperiod was 32 days (12.2% of the growing season). Refer to Table 5A for a summary of the hydrologic data for the wet hardwood forest restoration wells for the WETS- defined growing season. 48. Wet Hardwood Forest Restoration Areas (February 1— November 30 Growing Season) Based upon the February 1 to November 30 growing season, all six wells met the hydrologic success criterion (refer to Table 5B). Hydroperiods for the wet hardwood restoration areas ranged between 41 consecutive days for Well #117 (equivalent to 13.5% of the growing season) to 103 consecutive days for Well #123 (equivalent to 34.0% of the growing season). The mean observed hydroperiod was 68 consecutive days (equivalent to 22.5% of the growing season). The estimated hydrologic zones of Phase 2 (Year 5) are provided in Figure 3 (March 11 to November 27) and Figure 4 (February 1 to November 30). Hydrographs are provided in Appendix E. 4. Enhancement and Reference Areas As indicated above, wells were installed in both reference wetlands and those wetlands considered for enhancement. The locations of the on -site reference and enhancement wells are shown on Figure 5. The locations of the off -site reference wells are shown on Figure 6. As stated in last year's report, three wells within the bay forest reference area (Bay Forest #1, 2, and 3) exhibited abnormally low groundwater levels during Years 1 through 3 and as a result were relocated February 29, 2012. These wells are now referred to as Bay Forest wells #6, 7, and 8. One of these wells (Bay Forest #8) continues to exhibit abnormally low groundwater levels despite its relocation. With the exception of this well, the remaining reference wells exhibited hydroperiods between 30.2% (Bay Forest #5) and 40.1 % (Bay Forest #7) for the WETS- defined growing season and 27.4% (Bay Forest #6) and 39.6% (Bay Forest #4) for the Regional Supplement -based growing season. Rutman Creek Watershed Restoration Project — PHASE 2 12 Year 5 Annual Monitoring Report (April 2015) The wells for the hardwood flat reference wetland exhibited hydroperiods ranging between 33 consecutive days (equivalent to 12.6% of the growing season) and 76 consecutive days (equivalent to 29.0% of the growing season) for the WETS- defined growing season. For the Regional Supplement -based growing season, the hydroperiods ranged between 71 consecutive days (equivalent to 23.4% of the growing season) and 114 consecutive days (equivalent to 37.6% of the growing season). Two of the four enhancement wells, (Enhancement Wells #3 and #4) exhibited abnormally low groundwater levels throughout the monitoring period. The other enhancement wells (Enhancement Wells #1 and #2) exhibited hydroperiods of 14.9% and 96.2 %, respectively, for the WETS- defined growing season. For the Regional Supplement -based growing season, these same two wells exhibited hydroperiods of 23.8% and 95.7 %, respectively. Refer to Table 6A and Table 6B for a summary of the hydrologic findings for the reference and enhancement wells. Hydrographs for all wells are provided in Appendix E. 5.0 CONCLUSION Based upon the results of the Year 5 monitoring, the targeted wetland community types (bay forest and wet hardwood forest) have been restored within the Phase 2 project site. Groundwater monitoring wells on the site continue to exhibit elevated groundwater levels (i.e. within 12 inches of the soil surface) for extended periods of time during the growing season. For the February 1 through November 30 growing season, all of the restoration wells met or exceeded the respective success criteria for the bay forest and wet hardwood forest wetland community types. During the WETS growing season, fifty -eight (58) of the sixty -two (62) wells met the success criterion. Each of the four wells not meeting the success criteria exhibited wetland hydrology (water table within 12 inches of the soil surface) for significant portions of the year. Two of the four wells not meeting the success criterion missed it by only one day (considered to be within the margin of error for this type of data collection and instrumentation). Rutman Creek Watershed Restoration Project — PHASE 2 13 Year 5 Annual Monitoring Report (April 2015) Phase 2 also exhibits a diverse and characteristic assemblage of wetland tree and shrub species. Survivorship of planted stems remains high as exhibited by the recorded mean stem density (527 stems per acre) across the site. Volunteers do not appear to have any significant, adverse effect on shrub or tree growth. Overall the Phase 2 project area appears to be performing very well. In consideration of the prior intensive agricultural use of the project area (pre- restoration), it is apparent that targeted wetland functions (including floodwater storage, increased hydrologic residency times, nutrient /sediment retention, and wildlife habitat) have been successfully restored on the site.
