Dear Mr. Cornwell:
Please reference our letter to you dated, January 8, 2015 (enclosed), requesting more
information in order to continue developing an Environmental Impact Statement (EIS) on your
proposed 1,200 acre water supply reservoir near Lawndale, North Carolina, and other practicable
alternatives that could meet Cleveland County's Water (CCW) water supply needs. This letter
also stated that in accordance with Department of the Army Policy, EIS's must be prepared using
a third party contractor paid for by the applicant, but who works at the direction of the
Wilmington District Corps of Engineers (District). Furthermore, if CCW desires to move
forward with this project, it will need to pay a qualified consultant to continue working on the
EIS.
To date, we have not received any of the additional information requested in our letter or any
information about CCW being willing to pay for a qualified consultant to complete the EIS. As
stated in 33 CFR Part 325.2(2)(d)(5) if the District has not heard from CCW within 30 days of
receipt of this letter your application will be withdrawn and your file will be closed.
