Project Description
On behalf of the NCDOT, Attn: Stonewall Mathis, please find attached a complete
application and supplemental information requesting written concurrence from the U.S.
Army Corps of Engineers (USACE) and the N.C. Division of Water Resources (DWR)
that the activities proposed below may proceed under Nationwide Permit 14 and General
Water Quality Certification 3886. Please contact me at (910) 633-6921 if you have any
questions or require additional information. The site is located 1.6 miles from the
intersection of Whitestocking Road Exd (SR1512) and Whitestocking Road (SR1411)
towards Stag Park Road (SR1509) in Pender County, NC (Figure 1). The project area
consists of approximately 3.93 acres adjacent to and including the roadways (Figure 2).
NCDOT plans to grade, drain, base, and pave the road. The length of this project is 0.44
miles. A delineation of jurisdictional features conducted by SEPI (Jason Hales) on
August 26th 2014 identified two jurisdictional wetland areas (Figure 3). No streams are
present on site and are not depicted in the project area on the soil survey or USGS
topographic map (Figures 4 and 5). The jurisdictional wetlands are adjacent to TNW
Northeast Cape Fear River through one contiguous wetland feature. Wetland fill impacts
associated with this project total 0.0350 acres. Wetland cut impacts total 0.0236 acres and
wetland mechanized clearing impacts total 0.0331. Giving an overall total of Wetland
impacts associated with this project of 0.0917 acres. They are the minimum required to
bring the road up to NCDOT standards.

Project Description: The project proposes to grade, drain, base, and pave Copperhead Lane, which is situated
L 6 miles from the intersection of Whitestocking Road Extension (SR1512) and Whitestocking Road (SR1411)
towards Stag Park Road (SR1509) in Pender County, North Carolina. The archaeological Area of Potential
Effects (APE) encompasses the 60ft. wide existing right-of-way for the 2,323ft (0.44 mile) project length.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The project area is located in the north -central portion of Pender, south of the small Whitestocking community,
between 1-40 and the Cape Fear River. This rural section of the county is characterized by sandy and level upland
land surfaces with elevations ranging between 2ft AMSL and 8ft AMSL. Low -relief wetlands, swamps, Carolina
Bays, pocossins, and streams/creeks are common hydrological features. Modern house locations and trailer homes
front the entire Copperhead Lane APE project corridor.
First, permitting and funding information was reviewed for determining the level of archaeological input required
by state and federal laws. Next, construction design and other data was examined (when applicable) to define the
character and extent of potential impacts to the ground surfaces embracing the Copperhead Lane roadway. Once
an APE was outlined, a map review and site file search was conducted at the Office of State Archaeology (OSA). No
previously recorded archaeological sites are located within or directly adjacent to the project corridor.
Historic structure locations often harbor archaeological deposits and features related to the occupation of a
property. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated
(LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO
website evidenced an absence of these historic resources within the project area. Historic maps of Pender County
were also appraised for former/past structure locations, land use patterns, or other confirmation of historic
occupation in the project vicinity. Archaeological/historical reference materials were inspected as well. The
cultural/historical review confirmed that no existing NRHP listed properties or archaeological sites will be impacted
by the proposed road improvement project. In general, the documentation of meaningful, undisturbed prehistoric
or historic deposits in the existing right-of-way/APE is remote.
Further, topographic, geologic, and NRCS soil survey maps (BaB, Ra, Fo, To)) were referenced to evaluate
pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in
past occupation at this location. Aerial and on -ground photographs (NCDOT Spatial Data Viewer) and the Google
Street View map application (when amenable) were also examined/utilized for additional assessment of
disturbances, both natural and human induced, which compromise the integrity of archaeological sites.

Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The project APE contains no NRHP listed historic properties, previously documented archaeological sites, or
cemeteries. Based on aerial and on -ground imagery, the majority of the APE is disturbed. It is distinguished by cut
ditch -lines, erosion, above and below ground utility lines, and graded driveways. Since the project is not planned to
affect the ground surfaces beyond the existing right-of-way, no further archaeological input or work will be
necessary for this rural NCDOT Division 3 road improvement project.

A review of GIS NC Natural Heritage Program (NHP) elemental occurrence data from NHP was completed. The project
area is 1.04 miles away from a historical (M.E. HYAMS, 1879) NHP elemental occurrence of Rough-leaf Loosestrife
(Lysimachia asperulaefolia). The project area is 2.17 miles away from a current (NCWRC, 2005) NHP elemental
