4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The existing WWTP facility is located in the southern portion of the site. Approximately 75 % of the project area is wooded with a wetland finger that extends from the eastern boundary and
cuts through the central portion of the property and terminating just shy of the northwestern boundary of the project area. The projects area is 2.3 acres, 0.6 of which have been
preliminarily delineated as wetlands. The project area is located in a largely residential area that abuts the Trent River.

Site plan is essentially the same. The amount of impact increased from what was previously authorized because of a change in the delineation.

4h. Explain the purpose of the proposed project:
The purpose of the project is to upgrade the existing River Bend WWTP.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The project includes replacement of the preliminary treatment unit and existing aerobic digester, rehabilitation of the existing secondary treatment units, and addition of new tertiary
denitrification filters, chlorine contact tank and reaeration basin. The northwest portion of the site will initially serve as staging, storage and stockpile area for construction of the
improvements. Fill slopes and swales are graded at a maximum of 3:1 H:V, but flatten further where practical. In order to facilitate transmission between the treatment units, they need to
be in close proximity to each other. The existing treatment units are elevated relative to the 100-year floodplain. Likewise, the proposed treatment structures must also be elevated. The
WWTP enhancements will not increase discharge capacity to the Trent River, but will produce a higher quality effluent than the current plant setup, and will include nutrient removal
capability. Activities include clearing, grubbing, excavation, filling, and grading with dozers and excavator.
Construction limits will be cleared of vegetation and grubbed and graded, fill material will be brought in to level the ground. Fill slopes and swales are graded at a maximum of 3:1 H:V, but
flatten further where practical. Typical construction equipment will be used including dozers and excavators.

Improvements have been situated to be in close proximity to the existing facility with structure footprints as minimal as allowed by design parameters
Due to the amount and location of the wetlands in relation to the existing plant, it was not possible to avoid impacts while expanding the WWTP's
infrastructure.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Appropriate sedimentation and erosion control measures will be used to protect wetlands and surface waters. Contractors will follow permit conditions as
outlined by the NW 58 and the NCDWR 401 Individual Water Quality Certification.

The NC Natural Heritage Program database was used to determine the known presence of rare species. No federally listed species are known to occur
on or within a one mile radius of the site. The USFWS IPaC database was also reviewed. The site is forested and may provide suitable habitat for the
northern -long eared bat and tricolored bat. The NLEB determination key was completed and resulted in a "may affect, but not likely to adversely
affect"determination. The site is composed primarily composed of hardwoods and therefore not suitable habitat for the red cockaded woodpecker.

NOAA EFH mapper was reviewed. The Trent River is located approximately 500 feet east of the project area and is classified as EFH for several
species including: snapper/grouper larvae and penaeid shrimp. However, there is not a surface water connection to the areas that are to be impacted on
the site and silt fencing will be used during construction to ensure that sediment does not affect downstream waters.
