You have elected to fulfill your permitted nutrient and/or buffer mitigation requirements for the
Hinnant Property Pool Installation by paying into the Greene Environmental Services' Tar -
Pamlico Umbrella Mitigation Bank.
This Bank has received full payment towards the nutrient offset requirement for the above
referenced project. This project is located in the jurisdiction of the State of North Carolina
which is required to implement stormwater management requirements as part of the Tar -Pamlico
Nutrient Strategy. The State of North Carolina must review and approve developers' stormwater
management plans which are to include options to offset nutrients loads occurring at the
development site. Payment into a private mitigation bank is acceptable per this nutrient strategy
rule. The State of North Carolina specified and verified the amount of the nutrient offset
necessary for approval of the stormwater permit as 0 lbs. of nitrogen and 0 lbs. of phosphorus,
3000 sq ft buffer credits.
You must also comply with any other state, federal or local government permits or authorization
associated with this activity including SL 2009-337, An Act to Promote Compensatory
Mitigation Banks. This payment into the Bank is not transferable. If you have any questions or

The Division has received a Statement of Availability (SOA) from Greene Environmental Services LLC for
the Tar Pam 03 Baldwin Swamp (Mitigation Provider) to satisfy the mitigation requirements set forth in
the Buffer Authorization issued to Mr. Milton Darrell Hinnant Jr, dated April 10, 2023, as provided in the
table below.

The Permittee must provide a copy of this form to the Mitigation Provider specified above who will then
sign the form to verify receipt of payment and the transfer of the mitigation responsibility. Once the

of this form and the mitigation transfer certificate is submitted to the Division before conducting any of
the authorized impacts.
