4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The twenty -eight -mile natural gas pipeline traverses through existing agriculture fields, forested areas, roadways, and rural residential development. The northwestern portion of the project
is adjacent to an existing utility corridor. The forested areas range from previously cleared areas with early successional growth to pocosin wetland forest, to hardwood cypress swamps.
The project crosses the Lumber River, Jack's Branch, Mill Branch, Jacob Swamp, Tenmile Branch, Jacob Branch, Little Jacob Branch, Holy Swamp, White Oak Branch, Moss Neck
Swamp, and Bear Swamp.

4h. Explain the purpose of the proposed project:*
The proposed project consists of the installation of approximately 28 miles of new 12" steel natural gas transmission pipe. Line 479 will replace an existing line that was installed in 1959 to
meet current industry standards and expand services to the local area. The project will start south of Old Allentown Road east of Lumberton, continue south and west around Lumberton
and then turn northwest terminating at SR 710 north of the community of Pembroke, see Figure 1 for the project location and vicinity.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The proposed pipeline will be installed via open cut trench through most of the 28 miles, including the majority of stream crossings, resulting in temporary impacts. There are four total
horizontal directional drill (HDD) locations proposed: two will be under the Lumber River, one will be under Holy Swamp, and one will be under Faith Road, Union Chapel Road, and the
CSX railroad. All other road and railroad crossings will be installed via jack -and -bore. Most of the pipeline alignment will require tree clearing to an average 80-foot-wide for construction
workspace. However, the tree clearing needed for the HDD locations, including the Lumber River crossings, will be reduced to a 20-foot-wide. A cleared corridor is required along the
entire line in order to install pipeline markers to maintain line of sight per regulations. The HDD locations will be hand cleared with no grubbing. No tree clearing will occur within the stream
banks of the Lumber River. This is being conducted to minimize impacts and to satisfy the National Park Service (NPS) concerns about the Lumber River's designation as a Wild and
Scenic River. Additional temporary workspaces and access roads will be utilized in limited areas dependent upon access to certain installation sites. Following installation of the pipe, the
trench will be backfilled and returned to pre -construction grade. A 30- to 50-foot-wide permanent maintenance easement along the pipeline alignment will be maintained in an herbaceous
state. The remaining temporary workspaces will be allowed to regenerate naturally. Permanent easement maintenance involves mowing the easement annually, no herbicide use.
Equipment being used will be drill, excavator, front-end loaders, chainsaws for hand -clearing, and construction vehicles on the Project. wetlands and streams within the workspace will be
matted to minimize soil disturbance.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Stream and wetland impacts were minimized to the greatest extent possible. All stream crossings will be temporary and close to perpendicular as
possible. Stream crossings at the Lumber River and Holy Swamp will be HDD to avoid impacts at the major aquatic complexes. Approximately 69 acres
of the project will parallel an existing easement to reduce additional impacts. At multiple stream crossings, the construction width was reduced to limit
impacts.

1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Wetlands within the temporary workspace will be matted to minimize soil disturbance and impacts. The use of HDDs will be implemented to avoid
impacts at the Lumber River and Holy Swamp. Bridging will be utilized to cross smaller streams and ditches in the travel lane of the construction corridor.
No grubbing will occur over HDD locations that require minimal line of sight clearing per PHMSA standards. No tree clearing will occur within the stream
banks of the Lumber River. Following installation of the pipe, the trench will be backfilled and returned to pre -construction grade.

NRHP. A cemetery was delineated within the project area, the design has been adjusted to add a 30-foot buffer around the cemetery for complete
avoidance.
