One comment I would like to add: Often I find the footers for bottomless culverts are installed too close to the stream bank, this usually results in bank destabilization due to the soil disturbance as well as the lack of vegetation establishment under the structure, ultimately resulting in an over widened channel bounded by the structure. I would like your comments on NCDOTs proposed replacement of a bridge with a bottomless culvert. The site is located at 35.95475 N, -79.337307 over Brick House Creek. The attached file includes the cover letter, PCN, bridge to culvertjustification, site map, and plans. If you can have your comments back within 2 weeks it will allow enough time to either verify the use of the permit or request more information within my allotted time frame.
