Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville
Class A Residuals Program on 4/10/2023. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0013116. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp, Lauren Armeni, Daniel Boss, and Mara Chamlee, of the Asheville Regional Office (ARO), conducted a
compliance evaluation inspection of the Town of Waynesville’s WWTP on April 10, 2023. The inspection of the facility’s
Class A Residuals program (non-discharge permit WQ0013116) was performed in conjunction with an NPDES inspection
(permit NC0025321). Jeff Evans, ORC, was present and assisted with the inspection.
The Waynesville WWTP is currently under an SOC and has initiated construction of major facility upgrades. The facility has
been belt pressing residuals and storing them in a covered shed area prior to sending them to the White Oak landfill. They
have not distributed any Class A residuals to the public since 2020. Once construction is complete, the current digestor will
become an aerated sludge holding tank. All components of the belt press will be replaced during the upgrades.
Current facility design: The facility wastes daily. Waste is sent to a thickener basin, where it is thickened prior to going to
the aerobic digestor (designed to be anerobic but components are not functional). The residuals are then mixed with a
polymer before being processed on the belt press. The residuals are stored in a covered shed, where all drainage flows to
the “secondary building” where it is sent back to the aeration basins for treatment.
The facility sent approximately 540 tons residuals to the White Oak landfill in 2022. Should the facility begin distributing
Class A residuals again, an Operations and Maintenance Plan will need to be established per Permit Condition III.2.
