Dear Mr. Vinson,
Please be advised that ongoing remedial action is being taken to correct the deficiencies in the
collection system contributing to the Sanitary Sewer Overflows (SSO) in the referenced NOV
received on March 21 st, 2023. Also, note that the incident reported in BIMS did not require a press
release. The SSO, Incident No. 202300351, was located within Sub -Basin `E' at Manhole E42.
The incident was caused by an unknown blockage and was quickly addressed by removing the
blockage from the main line in the street using our vacuum excavation truck. The surrounding area
was cleaned, and lime was spread to stabilize pathogens and reduce animal attraction. The line has
been a recurring maintenance issue, having four reported spills, and had last been routinely cleaned
under RRSD's line cleaning program in May of 2022. The influent and effluent lines were
rehabilitated via cured in place liner in 2017. This was the first incident since rehabilitating the lines.
Since the incident, collections staff have been closely monitoring the manhole.
While a civil penalty may be minor concerning the cost of collection system work, the penalty will
still be funds the District cannot utilize to perform required work to the collection system. The
