Director Division of Water Quality Re: Fisher River Mitigation Bank (Surry County, NC) & Deep Creek Mitigation Bank (Yadkin County, NC) Ms. Manuel: DWQ has received and reviewed the Annual Monitoring reports entitled, "Year-Two Monitoring Report for Fisher River Wetlands Mitigation Bank (January 10, 2005)" and "Year-'two Monitoring Report for Deep Creek Wetland and Stream Mitigation Bank (January 12, 2205)." The hydrology and vegetation for the Fisher River bank looks acceptable at this time. Our office looks forward to tracking the progress of the bank and receiving future reports. The vegetation at the Deep Creek Bank currently appears to be progressing well. The hydrology is doing well except at wells D3 and D9. We will watch the future hydrology reports to see if the hydrology data improves, showing that the 2004 results at D3 and D9 were anomalies, or if there are hydrology problems in those areas. DWQ will also be able to better assess the short term health of the sites if descriptions of the species and percent covers of the dominant herbaceous vegetation are provided in future reports. We appreciate the opportunity to comment on this bank project. All comments are made with the hope of seeing both bank sites maturing to viable wetland systems. Please feel free to contact Amanda.
