Jesse,
Thanks so much for taking the time to send this information. I tried to update the pages to show upstream data,
and just keyed in "no sample taken" I am going to try and get the location for that sample, and have one taken
as soon as possible. I have some engineers coming on site today around 10am. We are going to discuss some
much needed projects that have to be addressed. One of these will include our NPDES issues. I left a voicemail
earlier this morning. I can try to call back later on, or maybe we could pencil in a set time this afternoon. Thanks
again for your help, and time. Looking forward to getting things back the way they should be.

Just tried to call and was not able to reach you or leave a voicemail. Feel free to call me at your earliest convenience (336)

In the meantime, I do see that your reports for Nov, Dec, and Jan are missing some data, not yet validated, and have
warnings.
First, it appears that you need to add an "upstream" page to your reports. Your permit requires quarterly upstream
hardness sampling. Regardless of if you have data to report for a particular month, a page must be created on each
monthly eDMR for each sampling location on your permit (in your case, effluent and upstream). This is an inconvenient
quirk of eDMR. You can add a page under "eDMR Pages" and it should look like the drop down box at the bottom left
of the screenshot below from the last correctly submitted report.

Next, the warnings are just there to alert you to any typos or potential permit violations. If you have double-checked the
data and would like to submit anyway, then you should be able to do so. Then, our office will review the report for errors
and violations. The reports currently require validation, which you can complete by pressing a button at the top right of
the report with a red check mark and green circular arrows (circled in the picture below).

Lon,
I am Jason Faunce. I recently started as superintendent here at the Denton Water Plant. I will be assuming the
roles of ORC of surface water and the ORC of Discharge as well.
I am new to the DMR reporting process, regulations, etc. It is my goal and objective to get you all of the
information that is being requested as soon as possible, and to ensure compliance is being met going into the
future.
I have attempted to submit DMR information on the website. Warning and error messages come up that we are
out of compliance, have not met required sampling etc. I have tried to validate the reports that were
submitted, even with the violations. Is there a way to over ride those warnings, even if our discharge was non-
compliant or no sample was taken when there should have been one? I can submit information to you via email
as well if needed. I just want to get the data submittal addressed before any further action, violations,
penalties are assessed.
Once again DMR and NPDES reporting is new to me. The previous ORC was terminated due to a criminal issue
outside of plant operations. I take all data recording and regulations very seriously. I will submit any
information that I am able to obtain here on site. I have looked over our NPDES permit and wanted to see
about some clarifications on sample requirements, and discharge compliance numbers.
I am currently under the understanding that 2 samples are required monthly. There are also special samples
such as toxicity that is required. I also think there is either downstream or upstream sampling that is required
at times as well from our discharge point.
on the DMR reports one of the errors are that our low level chlorine was out of range. I was told that anything
less than 50 was within range for discharge. On the surface water side I often visit the drinking water watch
website. This site gives each system required sampling that needs to be done, how often, and time frames. Is
there anything like that for NPDES discharges? Is there any way that I could have required sampling for this
location be sent to me. Once again it is my goal to do all of the required sampling, and make sure the
discharge is within the regulatory ranges.
Starting in March, I have also created a bench sheet for us here on site. I was told that only 2 discharge
samples are required. I have been sampling each day we have discharged. I currently sample for low level
chlorine, NTU, and pH. I know we are not certified for NTU, but I have always liked to keep a check on it. We
then have certain samples taken twice a month to be analyzed by a certified lab. Effective April I will be the
ORC here for the NPDES. I once again wanted to see if there was information on what samples have to be
taken from our discharge, how often, and location of samples.
I appreciate your time and understanding as we work through this transition. It is my passion to do whatever I
can to remain compliant, and go above and beyond what is needed to make sure we are within regulatory
ranges.
We currently have some NOV's that have been issued. The one I am currently looking at is NOV-2023-LR-020.
A report not being submitted for December. Once again I tried to submit information via the DMR site.
Let me know what we can do to address all current NOV's etc. Once I find out what can be done on this end to
ensure compliance is met at all times I will do what I can there as well. Thanks for your time once again, and I
am looking forward to hearing from you!

Jesse,
Thanks again for sending an updated copy of our NPDES discharge information. It gives me
a starting point to remain as compliant as possible.
I know we have exceeded our daily low level chlorine limit a few times. I am not sure if
February reports have been submitted yet, but I think there was a low level chlorine
number around mid 100's. At the time no dechlorinating agent was being used. Since
March, we have been spraying using a tablet dechlorinating agent. We put them in the
discharge manhole, and I have also been spraying the lagoon prior to any water being
discharged. In March we have had some numbers over 17. I have put a rushed order in for
a drum of liquid dechlor agent. We are going to start using this as soon as it gets here. The
shipment is due to come in next week. the levels that I have been reading when discharging
have been in mid to upper teens at times. I know we are required to officially sample only
twice a month, but I have been getting samples and data each time we discharge. Now that
I know our regulatory ranges etc I will add more of the tablets, and spray more on lagoons.
It is my hopes to get the chlorine totals within compliance, and keep it that way. Our water
will be tested each time before discharging, no matter how many times we discharge.
I am going on a field trip with my son tomorrow and will not be available. Maybe we can try
to catch up again on Friday. Thanks again for your time, and I assure you we are going to
do everything we can possible to get information needed to you, test as needed (and more)
and ensure regulatory compliance is met. IF it is not met or exceeds, we will also report
them.
