North Carolina 28801 QE A 828.281.3350 January 31, 2023 Brett Laverty North Carolina Department of Environmental Quality Water Quality Regional Operations 2090 U.S. Highway 70 Swannanoa, North Carolina 28778 Re: Summary of Well Installation — October 2022 Permit No. WQ0037555 Trillium Links & Village Wastewater Treatment Plant Dear Mr. Laverty, Anchor QEA of North Carolina, PLLC, on behalf of Trillium Links & Village (Trillium), is pleased to present this letter summarizing the installation and sampling of three groundwater monitoring wells constructed as compliance monitoring wells around the Trillium Links Site (Site) Rapid Infiltration System (RIF), located at 48 Links Drive in Cashiers, North Carolina. On February 2, 2022, the North Carolina Department of Environmental Quality (DEQ) approved three new monitoring well locations for evaluating groundwater quality downgradient of the RIF. The new wells were installed in October 2022. The new wells were installed to deeper depths to replace the existing monitoring well network, which did not intersect the water table. The abandonment of the former wells and installation of the new wells meets the requirements outlined in the November 23, 2021, Notice of Deficiency (NOD)'. Groundwater sampling of the three new wells was performed in November 2022. This letter includes attachments presenting well locations, well boring and construction details, and laboratory analytical results of the groundwater samples. New Well Locations Figure 1 illustrates the location of the new monitoring wells (MW-1 C, MW-2C, and MW-3C), and Table 1 summarizes well construction information. DEQ, 2001. November 23, 2021. \\Wcl-fs1\asheville\Projects\Trillium Links\2022-0817 Well Installation Project\-Reporting\Report Components\Text\2023-0131_Trillium-New Wells Summary Report.docx January 31, 2023 Page 2 Well Abandonment Groundwater monitoring wells MW-2, MW-3, and MW-4 were abandoned on October 25, 2022, in accordance with the requirements of North Carolina Administrative Code 15A Subchapter 2C, Well Construction Standards. Well abandonment records are available in Attachment A. Well Boring, Construction, and Development The boreholes were advanced using a sonic drill rig. Drilling activities were performed by M&W Drilling, a North Carolina -licensed drilling contractor. The monitoring wells were installed in accordance with the requirements of the North Carolina Administrative Code 15A Subchapter 2C, Well Construction Standards. Screened intervals for the wells were selected based on drilling observations. The upgradient well location, MW-1C, encountered bedrock at a depth of 3 feet below ground surface (bgs) and was screened across a fractured bedrock interval. The 20-foot screen was placed at a depth interval corresponding to 3,773.54 feet above meant sea level (feet msl) to 3,793.54 feet msl. Downgradient well locations, MW-2C and MW3C, did not reach competent bedrock. Well MW-2C was completed with a 20-foot screened interval from 3,618.18 feet above mean sea level (feet msl) to 3,638.18 ft msl. Well MW-3C was completed with a 20-foot screened interval from 3,631.57 feet msl to 3,651.57 ft msl. Detailed boring logs are presented in Attachment B, and well construction records are presented in Attachment C. Following well construction, the new monitoring wells were developed using a surge block and submersible pump. The surge block was lowered and raised across the screened interval of each well and then subsequently pumped to remove turbid water. This procedure was maintained until a turbidity of less than 10 NTUs was obtained. Attachment D provides the well development logs for each of the wells. Sampling Methods The new groundwater monitoring wells were sampled on November 10, 2022. The sampling protocol and analytical laboratory methods employed were consistent with the DEQ wastewater irrigation permit No. WQ00375553. Anchor QEA used low -flow methods to purge and collect groundwater samples from the three new monitoring wells in accordance with the procedures described by the U.S. Environmental Protection Agency (EPA) in Low -Flow (Minimal Drawdown) Ground -Water Sampling Procedures'. z Mean sea level based on the North American Vertical Datum of 1988. s DEQ, 2021. January 31, 2023 Page 3 During purging, the field parameters (pH, SC, DO, ORP, turbidity, and temperature) were measured and recorded every 3 minutes. Well purging continued until these parameters had stabilized for three consecutive readings. The required stabilization criteria are determined by the EPA Region 4 Science and Ecosystem Support Division in Operating Procedure: Groundwater Samplings and are summarized as follows: • pH values within ±0.1 standard unit (SU) • SC values within ±5% • Temperature, dissolved oxygen (DO), and turbidity values within ±10% • ORP values within ±10 millivolts (mV) Once the parameters stabilize, a groundwater sample is collected by field personnel wearing a new pair of nitrile gloves, using laboratory -supplied sample containers. Anchor QEA submitted the groundwater samples to Pace Analytical Services, Inc., a North Carolina - certified laboratory, for analysis of the parameters specified in the permit, shown in Table 2, and as follows: • Total organic carbon • Chloride • Fecal coliform • Total ammonia • Total nitrate The field sampling forms are available in Attachment E. Summary of Results • Total phosphorous • Total dissolved solids • Total sulfate • Volatile organic compounds Table 3 presents field parameter data, static depths to water, and analytical results. The laboratory analytical report is available in Attachment F. The field parameter measurements for pH ranged from 5.3 to 6.1 SU and are below the 6.5 to 8.5 groundwater standard for pH. None of the laboratory -analyzed constituents exceeded their respective NCAC 2L groundwater standards. A summary of measured pH and the laboratory -detected analytical, their 2L groundwater standards, and observed concentrations is below: • The upgradient well location, MW-1C: — pH (65.
