The applicant also proposed to construct an additional 5 foot wide by 24.5 foot long floating pier with a 32.5 foot by 10 foot floating platform all extending from a upland walkway. Pro4ect Setting The property proposed for development is located at the terminus of Hart Street in the Town of Murfreesboro in Hertford County and consists of approximately 2.41 acres adjacent to the Mehe,rrin River. The property currently contains approximately 57 feet of bulkhead and 80 feet of riprap along with an existing parking area and old concrete building pad. The, property to the east and west are vacant lots. Vegetation on the site includes, but is not limited to, indigenous yard grass, Boxelder (Acer negundo), along with other deciduous trees and shrubs, Soil Types include Goldsboro Urban Land Complex (GpA), Winton Soils (WT), and Dorovan Soils (DO). The property has an elevation of approximately 12,5 feet above normal water level (NWQ along the shoreline. The shoreliine is 302 feet in length and currently has a bulkhead along approximately 27 feet and riprap along approximately 80 feet of the shoreline. The water classification for this area is Primary Contact Recreation, Fresh Water (B), Nutrient Sensitive Waters (NSW) and are closed to shellfishing. The water depths within the project area average 15 feet. When the site visit was conducted there was no Submerged Aquatic Vegetation present in the proposed project area. As a part of the CLOMR requirement for this project the applicant will be grading the old roadbed on the opposite side of the M!eherrin River. This property consists of approximately 98.44 acres with 4,975 feet of shoreline. The property contains the old US 258 road bed but is otherwise undeveloped. The property to the east is NCDOT Hwy and the property to the northwest is a residential lot. Development Proposal The applicant proposes construct a 6 foot by 102 foot pier with a 8 foot 90 foot "T" end platform on the east side of the property. They also propose to construct a 5 foot long by 24.5 foot wide floating pier with a 12 foot by 32.5 foot platform "L" end! platform with lower 5 foot by 15 foot kayak launch on the southern side of the platform on the west end of the property. There is also a proposed 5 foot by 251 foot accessway leading from the existing parking area to the proposed dock on the west side of the property. The applicant proposes to then grade 1.5 feet of material from the southern portion of the old existing US258 roadbed located across the river to the northern end of the old US258 road bed by cutting a 40 foot by 200 foot area on the southern end to be graded and relocated to a 40 foot by 200 foot area on the Northern end to mitigate flood impacts upstream for CLOMR requirements. Anticipated Impacts The proposed development will result in: - shading of 1,947 square feet of Estuarine Waters and public Trust Area from the proposed piers -2,600 square feet of the Estuarine Shorelines Area for the proposed grading of the old road bed and shading of 1,255 sq ft from the 251 foot of accessway in the Public Trust and Estuarine Shorelines Area of Environmental Concern. -grading of 5,400 square feet and the filling of 8,000 square feet outside of the Estuarine Shorelines Area of Environmental Concern. Temporary turbidity will possibly occur during construction and temporary disturbance of 800 square feet of noncoastal wetland impacts will occur when crossing wetlands, using logging mats, for grading the old road bed. The proposed projects onsite involve the construction of a fixed fishing pier and a floating kayak launch. The fixed pier will connect to an existing concrete sidewalk that leads to the existing gravel parking area onsitc. The kayak launch is a prefabricated floating dock system connected to a proposed wooden board walk that connects to the existing parking area onsite. Fixed Pier (NCWRC Project) The fixed pier portion of this project was originally approved and permitted by a CAMA major permit on December 16, 2016 (Permit # 123-16). Due to permitting issues associated with the floodplain pen -nit, construction was never completed for the fishing pier portion of the project. In regards to construction of the fishing pier, FEMA recently issued a CLOMR decision allowing construction of the pier to proceed, NCWRC is requesting a CAMA Major Permit for construction of the Fishing pier originally permitted under permit # 123-16. The proposed design of the pier remains unchanged from that originally Submitted and approved Linder permit 9 123-16, The fishing pier will be an 8' X 90' wooden structure accessed by a 6' X 102' wooden walkway. The pier and walkway will be pile supported and include a 42" railing systern. To accommodate users with disabilities the walkway includes a switchback to ensure an accessible walking surface slope. Additionally, one-fourth of the fishing pier railing system will accommodate individuals with disabilities. In order to mitigate flood impacts upstream from the proposed pier as required by tile issued CLOMR, grading of the existing roadbed across the Meherrin River from the proposed pier location will be required. This roadbed was the former location of US 258. Approximately 1,5' of material is proposed to be graded (moved} from the Southern half of the embankment to the northern half of the embankment. No material is to be removed from the site, only regarded. No wetlands will be filled due to the work, however approximate 800 sf of temporary impacts to wetlands will be required to access the old embankment area. A contractor will use matting to cross this section of wetlands and after work is complete the area will be restored to previous conditions. After grading, the embankment will be reseeded and Mulched. Please see attached CLOMR documents (FNI, pages 1-8). Grading work is outside the 30' CAMA buffer. The grading and excavating will be accomplished with typical construction equipment including but not limited to: backhoe, excavator and potentially a bulldozer. The piles for the pier will be installed from shore with a vibrator hammer installed on a long reach excavator or by vibratory hammer installed on an excavator mounted on a barge. Canoe/Kavak Launch The proposed kayak launch is a prefabricated floating style launch that is 30' long and 5' wide. The launch is attached to a prefabricated floating dock that is 32.5' long and 12' wide and a 15' by 5' wide kayak launch area. A prefabricated gangway will attach the floating dock to the proposed wooden boardwalk which is 25 1' long and 5' wide. Per the Town's consultant (Davey Resource Project Narrative King's Landing - Renovation 4/2/23 Group, Inc.), upland development for the launch (grading, rip rap, and the gravel parking area) was permitted under CAMA Minor Permit # 121322A. The purpose of this letter is to describe the hydraulic modeling conducted %oassess the impacts that the proposed improvements cause onthe 1% Annual Chance Event (also called the Base Flood) water surface elevations in the vicinity. Thiis effort was undertaken in support of an application package for a Conditional Letter of Map Revision (CLO&4R) for the Federal Emergency Management Authority (FEMA). In North Carolina, the review duties and responsibilities are delegated to North Carolina Flood Mapping Program, which isaFEMACooperating Technical Partner (CTP)for projects that are proposed in the state's mapped floodplains and n,on-encroachment areas. Project Background and Location This project involves the construction of fishing pier which will provide public fishing access, to the Meherrin River via Hart Street. The pier includes two switchback ramps and is 90-feet long by 8-feet wide atits longest run, aoshown mnthe attached plans (Evhibf 6).The project also involves some tree removal and the construction of concrete walkway. The project location is shown on FEMA FIRM panel 3720596800J, effective August 3 rd , 2009, This area is mapped asZone AE,which designates areas in the 1%annual chance event special flood hazard area studied using detailed methodology. There ioa regulatory mapped flomdway which depicts the channel of a stream, plus any adjacent floodplain areas, that must be reserved so that the 1% annual chance flood can he conveyed vvi1buui increasing in flood elevations more than a designated amount. The proposed improvements are located approximately 800 feet upstream of the US-258 bridge, I Main Campus Dr, Suite z2O0 ^ Raleigh, North Carolina 27606 ' 919-583-5859 ^ fax 919-582-5851 wwwfreeseznm The existing surface data used were from UDAR downloaded through the North Carolina One Map webpage combined with field survey in the vicinity of the proposed pier. All elevations reference the North American Vertical Datum of1988(NAVD88)and maps are shown in North American Datum (WAD) 1983 State Plane North Carolina (US feet). Hydrology The flood insurance study (F|S)for Hertford County indicates that the hydrologic analyses, except for gaged flooding sources, were performed using the urban or rural regression equations developed by United States Geologica I Survey (USGS). No revisions were made to the FEMA effective hydrology. Methodology FNI obtained the effective model, copied it onto its computers and ran the model which is referred to as the duplicate effective model. Water surface elevations from the duplicate effective model were then compared to published effective base flood elevations (UFE), the 100-yearrcturn interval flood. VVate, surface elevations were the same at comparative locations. FN| then reviewed the model for any errors or discrepancies in geometry and configuration based on review of LiDAR topography and inspection of the project site. During this review, it became apparent that a significant topographic feature was not fully included in the duplicate effective model. This feature is the relict ruadvvaymmhvnkment/fi|] of the former VI Highway 2S8, which once crossed the Meherrin River upstream of the current US 258 bridge. Although the bridge was removed. the roadway fill embankments were not removed and remain as m significant encroachment/blockage toflood flows (see Figure 1). To represent this feature, cross -sections were added on the upstream, downstream and top of the feature and extended across the full extent of thef|oodp|ain. Ineffective flow areas were added tothe model at these cronsswct|onsnnd also at upstream and downstream cross -sections inordertpmodel the effects of the relict roadway embankment onBFEs. Expansion and contraction coefficients were also changed to 0.3 and 0.5, respectively, at sections upstream and downstream ofthe former roadway embankment, In order to compare the effects of the proposed fishing pier on 8FE'swith pre -project conditions, five cross sections were added in the corrected effective model where the proposed work is to be completed (RS6S468,65451,6S42I,65l63,55343). Relative, roughness values were similar toroughness values in proximal cross sections and ineffective finvv areas were included in the added cross sections. Cross -sections were added to the duplicate effective model to copture the effects of the former roadway embankment on hose flood elevations, and the model was renamed as "Corrected Effective". An encroachment analysis was completed for the Corrected Effective conditions models using the duplicate encroachment stations as a guide. The target water surface change (referred to as surcharge) was initially set at 1.00 feet and the encroachment stations were adjusted until all surcharge elevations were 1,011 feet or less. The Corrected Effective model was copied and changes were made to the model geometry where the proposed work is to be completed. This model scenario was referred to as the Proposed Conditions model. Changes included adding blocked obstructions (to model the proposed pier), ineffective Uovx areas and cross -sectional topoOmphy. The geometry of the proposed fishing pier was taken from the design drawings and modeled as blocked obstruction, including the railings, piers and other features of the pier, in order to fully assess the impact of the proposed fishing pier on BFEs. In order to mitigate flood imipacts upstream from the proposed fishing pier, a modification of the former roadway embankment is proposed that involves removing a portion of the roadway embankment fill in order twexpand flood conveyance area. Approximately 1.S'depth ofmaterial isproposed tmberemoved from the southern half nfthe former roadway embankment, lowering the top ofroadway embankment and placing the material on the northern half of the roadway embankment by a depth of approximately 1.5'. This would lower the elevation, ufthe southern half ofthe embankment to approximately 15'MSL and raise the northern half mfthe embankment toapproximately 18'&4SL. The total quantity offill tobe moved would beapproximately 1SOOCY(see Figure I). This was modeled 6yadjusting the cross-section geometry at Station 656&1tmreflect the lowering of one side ufthe embankment and the raising ofthe other side, m/Woh opens up conveyance area aind mitigates impacts of the proposed fishing pier on upstream BFE's. Ineffective Mmvv areas were adjusted accordingly to reflect the lowering of the embankment. As a result of the change, the Proposed model shows a lowering of &FEs compared with Corrected Effective conditions except in the immediate vicinity of the pnupmo«d fishing pier, where a maximum rise ufO.O7^isshown atStation G5y21. The proposed conditions model was run and the BFEs between corrected effective and proposed conditions were compared. An encroachment analysis was then run to determine the encroachment stationing under proposed conditions (Proposed Floodway). The target water surface change (referred to as surcharge) was initially set at 1.0 feet and the encroachment stations were iteratively adjusted until all surcharge elevations were 1.01 feet or less. Cross section 65721islocated approximately 60feet upstream ofthe upstream extent ofthe proposed work area. This increase diminishes bythe next upstream cross section upstream (65895) which is located 186 feet upstream of cross section 65721. At cross section 65895 the Proposed Conditions BFE was O�.07 feet lower than Existing Conditions. This suggests the increase in the QFE goes to zero much closer to the proposed work area and is somewhere between 58 feet and 185 feet upstream of the proposed work area. All the proposed conditions &FEo were equal or lower than the Corrected Effective BFEs upstream of cross section 65895. The encroachment stationing changed from existing conditions to proposed conditions. The stationing change varied between 7.8 feet landward to 1001 feet riverward. The maximum change riverward (100.1) occurred atcross section 65895 and at the next cross section located upstream, cross section 69093 (located'3,198 feet upstream) this change reduced to 5.8 feet riverward. The change went tp&0feet hy the next cross section upstream (cross section 71751) which was located 2,658 feet upstream of cross sectimn69O9l The largest landward encroachment station change (7.8 feet) was located at cross section 65343. There was nuchange (O.Ofeet) atthe next cross section downstream. Regulatory Requirements of 4,4 CFR §65.12 Because thiisproject will have construction within the flmm6wuy which cause the BFEstoincrease (more than 0,00 feet), then the conditions in NFIP Regulation 44 CFR Ch. 1, Section 65.12 must be met: & An evaluation of alternatives, which, would not result in a BFE increase above that permitted demonstrating why these alternatives are not feasible: Over 20 feasibility alternatives were attempted to eliminate the rises associated with the project. Due to the nature of the project (providing fishing access), it is not feasible to locate the project outside of the regulatory floodway, m Sample documentation of individual legal notice to all aiffected property owners within and outside of the community, explaining the impact of the proposed action on their property is provided in Exhibit 6 and will be delivered to property owners after initial review of this study by NCFIVIP. a Concurrence of the Chief Executive Officer (CEO) and any other communities affected by the proposed actions is provided in Exhibit 1 (Form 1). Conclusion The proposed improvements at Kings Landing cause a maximum rise in water surface elevations of the 1% annual chance event, which occurs at cross section 65721. The fl'oodway model was run to adjust the encroachment stations such that reasonable surcharge values were obtained. The maximum change in encroachment stationing was approximately 100 feet, which is a relatively small percentage of the overall floodplain width in this watershed. The results of this modeling effort demonstrate that the construction of the proposed fishing pier would cause a maximum rise in BEE at cross section 65721 and an average decrease of 0.1 feet for the remaining upstream reach. No structures are located in areas that would be impacted by the increased base flood elevation.
