April 30, 2015. The Division has no objection to your request. Therefore,
NPDES permit NCO023825 is rescinded, effective immediately.
If in the future your organization wishes to discharge wastewater to
the State's surface waters, it must first apply for and receive a new
NPDES permit.

The Division has reviewed your request to suspend submission of monthly Discharge Monitoring Reports
(DMRs).
After considering the recommendations of the staff in the Raleigh Office, I have agreed to waive the
requirement to submit monthly DMRs for the subject facility, effective April 1, 2015. The DMRs up through
(and including) March 2015 should be submitted as usual.
Be advised that if and when any wastewater discharge occurs, the discharge must be monitored as per the terms
of the NPDES permit and other applicable rules or statutes. Please keep the Raleigh Office apprised of any
pertinent developments that arise regarding this facility, especially if the discharge is re -activated.
While requirements for operator visitation, monitoring and reporting are being waived, you are still required to
pay the Annual Administering and Compliance Monitoring Fee that is associated with this and all NPDES
permits.

Mr. Belnick,
The Onslow Water and Sewer Authority has recently diverted two treatment plant flows from their
discharge plant to our collection system for the Piney Green area and is now treated on base at Marine Corps
Camp Lejeune. The subject plants are currently being abandoned and we will ask to rescind the permits in the
near future. Until then Dean Hunkele with the regional office in Wilmington said that we could request to the
NPDES Compliance & Reporting Unit Supervisor in Raleigh to suspend reporting or monitoring for the two
permits. Would that person be you? If not, could you point me in the right direction? I appreciate your help with
this.

The Onslow Water & Sewer Authority has plans underway to divert the wastewater flow and decommission the
existing Webb Apartments and Hickory Grove Waste Water Treatment Plants. This will be accomplished by
diverting the wastewater flow to an adjacent force main connecting to ONWASA's Hunters Creek Pump Station
which is currently under construction along the Piney Green Road corridor. Ultimately, this will result in a transfer
of the existing wastewater flow to the French Creek WWTP aboard MCB Camp Lejeune (NPDES#NC0063029).
The portion of the project to eliminate these two wastewater treatment plants is funded in part by the Clean Water
Management Trust Fund and this letter identifying these plans to eliminate these two NPDES permits is a condition
of their contribution of funds to the project.
