Please follow the process for submittal in my previous email below: It appears that this will fall under the buffer rules as 15A NCAC 02B 0.0714 11 nn ii as "allowable upon authorization". Since your construction corridor of 75LF has kicked this into requiring a buffer authorization, it will no longer be covered under our general certification (most likely GC4244 — oil and gas utility lines). You will need to submit a PCN and reach out to the USACE to make sure you do not need anything from them as well. You can find a link to the online PCN submittal here: https:/fedocs.deg.nc.govfFormsfPre- Crrstrutirr Notification Form (Help Document found here: h?dbid=0&id=2196924&cr=1 . Once submitted, it will be processed into our queue for review. We can consider the previous conversations as part of the notification for the application. Once the application and fee are received, it will be processed through central office and then show up in my queue. Please make sure that the application is complete and all temporary and permanent impacts to streams and buffers are indicated on the PCN and match the impact maps so that I can quickly review and issue the permits without having to ask for additional information. We did not submit a pre -filing meeting request because we were under the impression we would only be submitting the Buffer Authorization Form. I can submit one today but will likely submit the PCN before the 30 day period and we do not want our application to be returned as incomplete. Can we consider this e- mail as the pre -filing request? Please advise. Also, the NCDOT ROW within the Riparian Buffer is approximately 45 feet, if this area is considered an exemption then the widest area within the buffer would be 30 feet. Regarding that Riparian Buffer Authorization, could you please confirm for us whether or not that would be required based on the Exhibit I have attached. I think we should fall under (nn) of that Table of Uses in the Neuse River Basin Buffer Rule PDF as we are very close to perpendicular when we cross the stream.
