I have looked at the drawings and engineering calculations for the City of Greenville’s South Tar River Greenway, Phase 3
project. The drawings and calculations show a system that I believe will make considerable water quality protection
improvements from the impacts of the stormwater discharge from adjacent development. The design calculations are
sound and clearly presented. It appears to me that they’ve done an excellent job of sizing the stormwater conduits and
inlet and outlet protection devices. There will be some infringement in Zone 1 and 2 but I believe they would be
justified based on the specifications in the Tar-Pamlico buffer rule. Please let me know if I need to look into any specific
details of the site.
