WILLIAMSBURG PLANTATIONS RECREATION AREA WETLAND IMPACT NARRATIVE March 2023 Williamsburg Plantation Recreation Area is a section of the overall project previously permitted as Williamsburg Plantation. The project is located off of the end of Western Boulevard in Jacksonville. The project drains to New River which is classified as C;NSW. As stated in The City of Jacksonville's transfer letter, The City purchased 400 acres of land that falls under the Corps Permit Action ID# SAW - 2010 - 01947. Impacts H, I and N are the only impacts proposed inside the City's property. Each of these impacts were approved in September 2013. The final layout for these impacts are shown in the attached maps. This layout was based on the approved impacts and permit documents. A modification to the original permit is required for a change of use. The new permit will now need to include land use for recreational fields. The attached impact maps show a preliminary arrangement of the recreational area for the site. The purpose of showing the recreational area was to express the intended land use for this site. It is not intended as a reflection of the final arrangement. Great care was taken in both the originally approved documents and attached plans to mitigate impact area and loss of water and wetlands. A key example in this section is with impact "N". The location of this impact was chosen due to it being a narrow section of stream to cross, and more importantly because it contained an existing crossing. Aerial photography shows a dirt road crossing this stream as far back as October 1971. This aerial photo has been attached to the submittal. An overall upgrade to this existing crossing and an aluminum plate bridge design will go a long way to ensure the long-term health and stability of this existing stream crossing. The final layout of these crossings were designed in such a way as to minimize impact length further than the previous approved permit listed. The proposed contours are based off of 3:1 slopes going from the edge of the road shoulder down to the top of the headwalls. 10 feet of temporary impacts are added off the edge off the proposed contours to allow project for expected work area needed to finish the design shown. Due consideration will be taken to ensure work is done in "the dry" and quickly as possible. The plans themselves contain additional notes and information for impact notes and sequencing. The other crossings "H" and "I" follow similar methodology for minimize impacts and ensuring stream stability. Compared to the originally approved crossing "N" and "I", an aluminum plate bridge is now proposed. Further below is a chart comparing impact amount previously approved vs the final impact amount as described in the attached plans. The stream impacts "N" and "I" have both been negated due to the bridge design. Overall, all of the current crossing designs follow the original intent and design of the permit that was approved in 2013. At the same time, approvements have been made to each of these crossings to allow for further mitigation and a more fine-tuned engineering design. In addition, crossings J, K, L and M are no longer being constructed. In total, the stream crossings have been reduced by 449 linear feet.
