Whitehead Avenue Spencer, NC 28159 ER-22-1998 Ms. Gledhill-Earley: Atlas Environmental staff conducted the field assessment at the Whitehead Avenue project review area on April 20, 2022 to search for potential cultural resources subject to Section 106. Comments were requested from your office on August 09, 2022 and a review and comment letterwere received for this project on September 09, 2022. The comments stated, The \[proposed\] residential development is immediately adjacent to the Spencer Historic District (RW0499), a property listed in the National Register of Historic Places in 1984 and the locally- designated Spencer Historic District (RW0656). Thus the proposed development is subject to Section 106 of the National Historic Preservation Act. For us to determine the effect of the proposed undertaking on the historic properties, please provide the site plan as well as house plans that will be used for the development. It will also help us to review any proposed landscaping plans. Once we have had the opportunity to review these items, we will be able to offer additional comments, which will be \[needed\] by the US The full NC HPO Comment letter is included with this supplemental information package. Based on the comments received, Atlas Environmental staff returned to the property and the surrounding community on March 13, 2023 to capture photographs of the surrounding structures and visual site breaks. The project site is located adjacent to the Northern boundary of the Spencer Historic District (RW0499). The proposed project is to construct four residential homes on four separate parcels. According to the attached site plan/grading plan, a forested buffer will remain undisturbed in the Northern region of the review area. The proposed houses will be offset from the road by approximately 60 feet for a public right-of-way. The project has three proposed house plans. Two of the house plans are single-level (Victoria and Victoria Skinny) while the third is a two-story build (Garrison). The areas adjacent to the Northern and Western boundaries of the review area are forested with both coniferous and deciduous woody vegetation. A wooden fence abuts the Eastern boundary, providing a privacy buffer between the review area and the adjacent property. Both of these features help to obscure the site line of the review area from the Historic District. Additionally, trees will be planted within the right-of- way helping obscure the residences. To thoroughly understand the surrounding community inside and adjacent to the Historic District additional photographs were taken, with a focus to document the houses. Photographs include rd the houses located at the intersection of South Whitehead Avenue and 3 Street that are located inside the Historic District as well as the house across from the Whitehead Avenue project that is also located adjacenttothe Historic District.Due to the project being located in Spencer, NC, there will be a local review of the project including an architectural review.
