Response to review comments have been added below each comment in bold font.
As designed, the project will not meet the definition of low -density:
o 15A NCAC 02H .1003(2)(c) — The proposed design uses too much non -vegetated
conveyances. A minimal amount of piping underneath driveways/roadways can be used
(such as the piping from the low point near YI #3 underneath the pavement to the
vegetated area), but other piping (such as Yard Inlet #1 and the downstream pipe &
Yard Inlet #2 and the pipe to Yard Inlet #3) are avoidable.
■ Yard Inlet #1 and the downstream pipe — In the prior design iteration, the area
that is currently shown draining to YI #1 was allowed to flow over vegetated
area to the roadside ditch on the south side of the NC-24 entrance. Adding this
yard inlet & pipe made the situation worse from the previous design by
changing a vegetated conveyance to a non -vegetated conveyance.
■ Yard Inlet #2 and the pipe to Yard Inlet #3 — It is noted that this grassy area is
located in a depression and some form of piping (YI #3 & downstream pipe) is
needed to transport the stormwater runoff underneath the BUA, however YI #2
seems unnecessary due to the proximity to YI #3 (overland positive drainage
should be able to be provided from the area of YI #2 to YI #3).
- The following items do not appear to have been uploaded to the electronic file repository (hard
copies were provided):
o Updated plans. The revised plans submitted on 3/24/23 were not uploaded.
Response: We have removed the two (2) yard described above and uploaded plans to the portal as
requested.
