If I am understanding this correctly, we feasibility could have an approved
stormwater management plan with 26 working days assuming all the appropriate
information is initially submitted. Once the stormwater management plan is
approved, are you clear to issue the 401 permit? Does this mean that if
everything goes well with the stormwater management plan through the Express
Review Program we could have the 401 permit in 26 working days? Thanks

I have spoken with Bill Diuguid of the Division of Water Quality's
stormwater Unit and he has stated that the Town of Waynesville has NOT
received state approval for its stormwater management program at this point.
This means that you will be required to submit the stormwater management
plan to the Division of Water Quality's review and approval in order to
receive your 401 Certification for this project.
A stormwater management plan consists of providing one BMP supplement form
for each proposed BMP. The supplement form includes two worksheets
- one for Design Summary and one for Required Items Checklist. Make sure to
complete and submit both of these forms and to include all of the items
listed in the Required Items Checklist.
The BMP supplement forms are available at:

It sounded like time was of the essence for you. You may wish to consider
having your stormwater management plan reviewed through our
Express Review Program. Information on this program is available at:
