The outcropping of bedrock in this particular system is reminiscent of streams I would see in new Hampshire. Pm guessing the thinking was similar to what we observed at mitigation site 4 for U-2525B where the culvert was backfilled with native channel material in an effort to enhance/create channel habitat. I do not totally agree with the practice but intend to confer with our folks. Pm meeting with Amy E next week for compliance reviews in Div 9 and will talk with her to get a better understanding as to why they decided to go the route they did on this particular situation. They may have thought the rock would have been broken up into smaller sizes. Having said all that, I agree with the Corps in that rock needs to be moved to allow flow through, prevent potential blockages and ameliorate present conditions. As such, removing some of the rock in the center of the culvert to allow low flow away from the footers is acceptable and appropriate, assuming there is a path for low flow within the culvert. Rock removed can be placed on the sides of the channel or relocated to uplands if flow blockage is a concern. If, during the course of these actions you encounter any problems or discrepancies with Corps permit conditions, please let me know. Please see the above pictures. This particular location (forgive me, I can't remember the impact site number but I am going to get it) is where a bottomless culvert was proposed and partially installed (due to the nature of the traffic management along US220, NCDOT is doing the culvert installations in a phased approach). This site was the one that had this HUGE bedrock impoundment at the front of the OLD culvert that the contractors ultimately just placed the 3-sided culvert over. Andy and Amy probably remember this site the best as this was one of the first ones we visited when we did compliance on this back in late 2013. Anyway, the decision was made by Andy and Amy to have the contractors break up the bedrock so that the channel would eventually go down the center of the culvert rather than be directed at the sides. The above pictures show what has been done to date. Barry Harrington and I both want your input on this. Neither of us is necessarily turning cartwheels over how it looks. I suggested that the larger pieces that have been broken up be moved to the side so that it doesn't form a"dam" in the culvert (and please note that there is still another section of bottomless to be placed immediately adjacent to this one for the southbound lanes of 220). The second image above is me standing in at the front of the culvert looking downstream; where I am standing will eventually be within another section of 3-sided culvert, so this area will be roughly in the middle when the installation is completed. If you didn't see it before, where I am standing was COMPLETELY obstructed with a bedrock outcropping that just about reached the top of the culvert and there was only about 2-3 foot of clearance on either side that was up against the walls of the culvert.
