Dear Ms. Bednarcik:
Seren Homer of the North Carolina Division of Water Resources (DWR) Winston-Salem Regional Office
(WSRO) conducted a compliance evaluation inspection (CEI) of the Rockingham Combustion Turbine
Station on March 21, 2023. William Milam, the Backup Operator in Responsible Charge (BORC), was
present for the inspection. Inspection findings are detailed in the attached water compliance inspection
report.
Please be aware that DWR may take enforcement action against any permittee who fails to comply with
any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not
more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or
fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to
G.S. 143-215.1.

The current permit became effective on September 1, 2022 and expires at midnight on April 30, 2027.
A copy of the current permit was available for review during the inspection. Permitted components
include an oil -water separator, polishing filter, and discharge line with hand -operated valve (normally
closed). Special conditions listed in the permit include: (1) The Permittee shall discharge no floating
solids or foam visible other than in trace amounts; (2) The Permittee shall discharge no tank solids,
tank bottom water, or the tank rag layer; and (3) Following hydrostatic testing the Permittee shall
discharge no tank (or pipe) contents unless discharge analyses show Benzene concentration below
1.19 ug/L and Toluene concentration below 11 ug/L.
2. RECORDS
Discharge Monitoring Reports (DMRs) and other records are maintained as required by the permit.
Copies of the DMRs, operator visitation logs, lab results, and Chain -of -Custody forms were available
for review during the inspection. Sampling for all required parameters is conducted by Pace Analytical
Services (Certification #s 633 and 5342). The July 2022 and January 2023 DMRs were reviewed
during the inspection and found to be complete and consistent with the lab records.
FLOW MEASUREMENT - EFFLUENT
According to the ORC, flow measurement data is recorded in an online system called "Pi", and the
data is extracted from the system on a monthly basis. The last meter calibration was conducted on
September 28, 2022.
4. EFFLUENT PIPE
The effluent discharges from the effluent pipe via a drainage swale to a retention pond, which
discharges into an unnamed tributary to Little Jacob's Creek in the Roanoke River Basin. Access to
the outfall is well maintained.
5. OPERATION AND MAINTENANCE
The plant appeared well -maintained and properly functional.
