I'd like to start with our reasons for proposing any work at all. CFCI and the City of Wilmington would certainly prefer to leave the feature alone and not conduct any work. However, CFCI is in the process of donating /giving the street (culvert and cul -de -sac) to the City. The City cannot accept the street with the culvert partially blocked (aside from the required buried portion) and the sediment located downstream impeding the normal flow of the feature. They also must review the areas upstream in an effort to make sure there is no additional sediment that may block the culvert in the near future. So most of the suggested work is related to the concerns the City has provided. CFCI nor the city is not attempting to increase the velocity but rather unblock the culvert to eliminate the chance the road will flood during storm events. As far as the permit goes, I would hope it does not require a permit and we would likely try and propose work that did not require a permit. I used the term "ditch" when I likely should have referred to it as "feature" as you did. We did discuss bucket cleaning and CFCI did get quotes to utilize buckets and shovels upstream of the culvert. However, a great deal of the sediment that needs to be removed is located downstream of the culvert and is associated with the phragmites located there. I do not believe it is feasible to remove it with buckets and shovels. The traps mentioned was a suggestion to over dig the feature below the culvert to capture sediment coming from the culvert. There was also one proposed above the culvert to capture any sediment moving downstream. At this time, Rob Gordon (City Engineer) and I have discussed meeting on site to review the current conditions and discuss this plan. I think it would be beneficial if you and Kyle could join us to determine what is the best course of action. Rob please feel free to comment as well. Thanks again, David A. Do you know if this will require a 404 Permit and if so, which one? I would guess that if heavy equipment is going to be use that a permit would be required but that's not up to me. I have concerns about the methods being used to remove the sediment that has accumulated in the feature. I was under the impression that that this might be just a matter of getting in there with buckets and shovels for a few days to remove the sediment below the culvert. I saw mention of sediment traps but was unsure whether or not they would be permanent or temporary and where they would be located. Also, the narrative mentions that this feature is a large ditch and to my recollection we determined that it was a perennial stream (UT to Greenfield Lake). The culvert from the road was not the actual source of the water but more a contributor from rain events. There was actually a "head -cut" there before the riprap was installed. My concern is that the narrative provided gives me the impression that the sole objective is to excavate the feature in order to increase the velocity of the flow and doesn't take into account the function of the stream. I really need to see some plans with profile views of what the final design hopes to achieve. Rob and I had walked it a few months ago and the upstream end down to about the upper end of section 4 on the attached map seems to have reached an equilibrium. The lower sections do not appear to be eroding but the sediment has accumulated in these sections from upstream. The Phragmites present just upstream of the culvert and throughout the run below the culvert has colonized this sediment and created large sandbars which is impeding flow. The attached maintenance plan and exhibit map was created in an effort to remove this accumulated sediment and Phragmites. Please review and let me know your thoughts. Kyle, as you have not been on site I'd be happy to meet you out there to take a look. Very easily accessed off Wonder Way, just need to schedule outside of school arrival /departure times.
