Subject: Request for a Permit modiiication for the design changes on the replacement of
Bridge # 3 over Deep Creek on US 264 in Dare County. WBS # 17BP.1.R.50
The North Carolina Departrnent of Transportation is requesting a permit
modification for changes in the design of Bridge # 3 over Deep Creek in Dare County.
The original design has been altered by a slight inaccuracy in survey elevations that
established construction grades for roadway and bridge elevations. The error in the
construction bench mark elevation resulted in the bridge structure being set at a higher
elevation along with the roadway approaches. The change in elevation is approximately
8.5 inches higher than the original design. This will increase the navigational clearance
under the bridge by 8.7 inches from the existing permitted design, as shown on the
provided permit drawings. Along with the bridge elevation increase, the roadway
approach elevations are increased to match the bridge. An increased roadway elevation
results in more fill and steeper slopes along the road shoulder. Therefore, the new design
had to utilize rip-rap as a means to stabilize sections of the road shoulder, which will now
be at a 1.5:1 slope. The steepei• slopes will avoid any additional widening of the roadway
fill and wetland impacts. The proposed rip-rap is not being placed as shoreline
stabilization, but only to stabilize the road shoulder, which is being put at a steeper slope
than allowed by NCDOT specifications. The additional road shoulder stabilization will
account for 685 feet of rip-rap being placed along the road shoulder. These areas are
depicted on the provided permit drawings. There is no additional surface water or wetland
itnpacts resulting from the design changes. All original permit conditions and stipulations
will be followed in accor•dance with the permits.
