HomeMy WebLinkAbout20150261 Ver 1_More Info Received_20150426Kimley >>> H®rn April 24, 2015 Ms Karen Higgins NC Division of Water Resources 512 N Salisbury Street Raleigh, NC 27604 RE- Union Chapel Test Well and Raw Water Line Project Request forAdditional Information and Response to Comments Dear Ms Higgins On behalf of the Onslow Water and Sewer Authority ( ONWASA), Kimley -Horn is submitting the enclosed additional information for the above referenced project per the NC Division of Water Resources (NCDWR) Request for Additional Information letter dated April 7, 2015 In addition to the items discussed below, ONWASA has amended the permit application package based on comments provided by the US Army Corps of Engineers ( USACE) regarding directional drilling through wetland areas to minimize or reduce impacts As submitted to the USACE on March 27, 2015, directional drilling is not practical for the proposed project due to the cost of the directional drill, and due to the limitations of the directional drilling methodology itself Directional drilling requires a deeper installation depth than open cut trenching, which would make any repair or maintenance on the water line difficult to impossible Also given the additional depth requirement, the initial drill rig and pullback setup at the termini of the directional drill run requires large amounts of excavation and disturbance to meet depth and staging requirements of the equipment, which would result in additional clearing and disturbance compared to open cut trenching for this water line installation Directional drilling is further impractical due to the minimum bend radius required by the directional drill alignment, which would necessitate that the three wetlands be spanned by a single directional drill run The single, long directional drill installation would substantially increase the project's cost to the point of being cost - prohibitive at this scale Due to all of the above reasons, directional drilling is impractical for this proposal, and the minimal wetland impacts proposed by open cut trench installation are the most cost effective and minimally invasive option for this project The USACE also requested additional details regarding vegetative restoration to the temporary wetland impact areas proposed in the PCN form A vegetative restoration requirement has been added to the engineering specifications to be included with the project documents and all plan sheets The vegetative restoration specification is to be applicable to any disturbance in wetland areas shown in the plan sheets or resulting from the proposed project The specification states Within 30 days of completion of the work, temporary wetland impact areas shown on the construction plans will be restored to pre - existing grades and planted with an appropnate native wetland seed mix Pnor to initiating the wetland Impacts, the contractor will note existing tree lines or forested areas In the wetland to be restored In addition, each temporary wetland impact area will be planted with containenzed saplings, live stakes, or bare roots, as determined by the contractor in the field, installed at a spacing of two to three feet on center, and to include least two of the following species Kimley »>Horn Page 2 Paw paw (AsIm/na tnloba) Tulip poplar (Lmodendron tulipifera) Red maple (Acerrubrum) American sycamore (Platanus occidentalis) River birch (Betula nigra) Redbay (Persea borborna) Ironwood (Carpmus carolrmana) Swamp chestnut oak (Quercus michauxu) Bitternut hickory Carya cordiformis Water oak (Quercus nigra) Persimmon (Diospyros virgirnana) Cherrybark oak (Quercus pagoda) Green ash (Fraxinus pennsylvanica) Willow oak (Quercus phellos) Black walnut (Juglans nigra) American elm (Ulmus amencana) Additionally, below is an outline of the received NCDWR comments along with a brief narrative that addresses each item 1) Application Form was not signed Page 11 of 11 of the Pre -
