Leith Creek WWTP
NPDES WW Permit No. NCO020656
Scotland County
Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Leith Creek WWTP on
2/07/2023. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0020656. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.
A Whole Effluent Toxicity test was collected from the effluent, time -paced 24-hour composite equipment on
February 7 and 9, 2023 for use in a chronic Ceriodaphnia dubia pass/fail toxicity test. The Whole Effluent
Toxicity pass/fail test resulted in a "PASS" result.
The WWTP appeared well -maintained and had orderly housekeeping. The plant is not as currently described in
the permit: there are two digesters, drying beds that are used, as well as an equalization basin. The permit also
states a Copper Limitation Compliance, for which the WWTP has not submitted its report.
During review of eDMR from November 2022, one incorrect entry and three missing data points were found.
The COC reviewed did have the date and time of sample but was missing relinquishing information. Bench
sheets reviewed were completed, but it was noted that on many sheets, column labels and important
information was faded or non-existent. It was also noted that on some sheets the handwriting was difficult to
decipher. Additionally, samples that are not analyzed in the field require both a sampler and analyst initial on
the bench sheet. The WWTP did submit its annual compliance report, however it was noted that a list of all
violations from the previous year must be included in the report. There were multiple reagents that were found
to be past the expiration date. Staff also informed us that the notebook of their annual 5 standard calibration
reports, NIST traceability, and other documents were mistakenly thrown away. The Division recommends a
more careful approach in the future regarding documentation and bench sheets.
A new influent pump station was under construction during this inspection and staff believes it will be around
two years before it will be completed. The alarm system is activated by the float and transducer located further

out. The alarm does not sound or alert at the influent station, but did alarm at the office, which was verified via
phone call. If there is no response at the office, the alarm is forwarded to the on -call work phone. The alarm is
tested once weekly and a testing log was available to review.
During the time of the inspection, the #4 aerator was out of service in the aeration basin. Some foam had
collected in an area where an aerator was not running but dispersed when the aerator turned on. Minimal
amount of foam had collected on edges, but the basin was free of visible dead spots. Aerators in the oxidation
ditches were operational and the ditch was free of foam. A float alarm had been installed to alert operators to
high water, which had happened previously due to a clogged pipe. The Division acknowledges the proactive
response of the operators.
Influent sampler is located in a refrigerated cabinet near the splitter box. The sampler is flow based and the
thermometer inside was N3 degrees C. The effluent sampler is located at the offsite outfall and at the time of
inspection, a temporary composite sampler was operating due to a malfunction of the main sampler. This
temporary sampler has been in place for approximately three weeks and is time based. The sampler did not
have a thermometer in place, which is required. Staff has been using ice in the bottom of the sampler to
maintain adequate temperature. Both influent and effluent flow meters were calibrated July 28, 2022 by J.S.
Dismuke Co Inc. They are scheduled to come every year to recalibrate. The facility also completes its own
upstream and downstream sampling.
The WWTP has an equalization basin used to store influent during times of high flow. At the time of inspection,
the basin was as low as the operators allow, with a small amount of water still in the bottom to protect
equipment. The basin has six surface aerators, one chosen at random did run when turned on. The float alarm,
which staff told us was brand new, sends an alarm to the office and then to the on -call cell phone. At the
Division's recommendation, staff agreed to begin a testing log to record tests for the float alarm at the
equalization basin. During the walk around, at least two small trees were noted on the burm that need to be
removed. There was also some evidence of erosion beginning in front of the control box for the pump nearest
the road and in the furthest back left corner. The Division recommends repairing these minor occurrences
before they create issues.
There are two digesters located at the WWTP. One is the plant's original, which is mostly used as the backup.
The main digester is on the newer side of the plant and is wasted to usually once a week. Staff informed us
that new blowers are scheduled to be installed but the current blowers were operating. The plant does accept
additional waste from a manhole location at Bridge Creek Rd.

Records were available to review and were maintained as required by the permit. During review of

log was available to review, in a bound notebook, and well organized.
During the lab review, equipment appeared to be in good repair and the lab was neatly organized.
There were multiple reagents that were found to be past the expiration date. Staff also informed us
that the notebook of their annual 5 standard calibration reports, NIST traceability, and other
documents were mistakenly thrown away. The Division recommends a more careful approach in the
future regarding documentation and bench sheets.
Two bar screens, one manual backup and one mechanical are located near the influent pump station.
The mechanical bar screen automatically operates as needed and was run during inspection.
Disposal of the waste removed occurs every Wednesday and is taken by the city of Laurinburg to the
landfill.
A new influent pump station was under construction during this inspection and staff believes it will be
around two years before it will be completed. It was observed that a downspout and trench were near
the influent pump station, but staff informed us that the downspout is not used and is closed off. The
trench ends in a pipe that is closed off, so any water that flows in during high water will run back into
the main system when water levels drop. There are four pumps in the wet well building. Pump one
and two, which operated during inspection, are variable speed which operate automatically to
maintain flow. Pump three and four are for higher flows. The float nearest the door appears to no
longer activate the alarm system. The alarm system is activated by the float and transducer located
further out. The alarm does not sound or alert at the influent station, but did alarm at the office, which
was verified via phone call. If there is no response at the office, the alarm is forwarded to the on -call
work phone. The alarm is tested once weekly and a testing log was available to review.

All three secondary clarifiers were operating normally at the time of inspection and were free of
excessive foam and floating sludge. Effluent appeared clear and free of solids. Effluent weirs were
very clean. The sludge judge showed about two feet of sludge and two more feet of very cloudy
material.
The WWTP has three chlorination chambers, one selected at random had an approximately 1 ft
blanket of sludge. The site maintained an adequate supply of liquid disinfectant and the disinfectant
pumps were flow paced. The de -chlorination stage is located underground where the streams from
both sides of the plant meet. De -chlorination is gas based.

Both sampler and analyst initials required for samples not analyzed in the field. Conductivity reagent (10/2022)
and pH 10 buffer (12/2021) expired. Documents for NIST and annual calibrations missing. After calibration
against three buffers, pH meter not checked against additional buffer before use. Specific conductivity requires
two sources for calibration, currently lab is only using one. TSS samples should be 1 L in volume.
