Dear Ms. Beck�vith:
Tl�e North Carolina Department of Transportation (NCDOT) is proposu�g to ceplace tlie subject
bridge. Tlie existiug l2' W s 16.5' L timber bridge needs to Ue replaced due to deterioration and
insufficient widdt. Tlie proposed replace�neut structure w�ill be a 24' W a 35' L x 21" D cored slab
bridge ou a 90 degree skew. Au on-site detour �vill be constructed that �vill utilize a temporaty
biidge upstreaul of tlie existing bridge. A small unnamed h-ibataiS� to East Fork Savannah Creek
currently flo�vs beneath tlie road througli a 24" � 50' corrugated metal pipe. This ciilvert will need
to be relocated and estended 38 linear feet.
NCDOT is proposing to eliminate the temporary detour bridge aud place 1@ 48" x 30' and I a
36" � 35' wiUi au elbow in East P'ork S�vaimah Creek to seive as the tempora�y detour while the
bridge is beiug constructed. This is a value engineering propos�l presented by the contractor to
reduce cost and make the uew bridge easier to consh�uct. It will also iequire less ground dishu�bance
arouud the sheamUTiilcs due to the need for concrete end bents for the teuiporary Mabey type bridge
(see attached proposal from Young and McQueen, Ine.).
I am enclosing a revised PCN impact table aud plan sheet showing the proposed work.
The North Carolina Natural I Ieritage Database was checked for records of tlu•eatened and
eudaugered species. The dalabase lists 53 species fa• Jackson County tl�at have federal status. The
sicklefin redliorse (�l/oxostann sp,2) is a candidate species for listing. Seven species, Carolina
Northem Flying Squirrel (Glat�com��s sabrintrs colortdtts), Iudiana bat (�llyotis sodtdis),
Appal�cl�ian elktoe (fllnsmido�tla ��m�eneli�urn), spruce-fu• moss spider (ll�licrohexirrn mo�7/n�nga),
small whorled pogonia (I,soh•in merleoloitles), swamp piiilc (I�elonias birRcda) and rock guome

lichen (Gy�nnodernra linern•e), are listed as either tlu•eatened or endaugered. "Phe Iudiana bat is
known aily fi•om historical records and the U.S. Fish and Wildlife Service does not consider
Jackson County to be ati Tndiana bat county.
The Appalachiau elkroe is the ouly tlu�eatened or endaugered species that l�as records withiii a tive
�nile radius of the proiect. These records are within tlie TuckTSegee River, which is desiguated as
critical habitat foi the Appalachiau elktoe. Thc closest recoi•d for the Appalachian elktoe is
appioximatel}� 7.6 miles dowustream of tlie project iu tlie Tuckasegee River. Tlie sicklefin redhorse,
a candidate species, is also fotmd in the Tuckasegee River withiu a five mile radius of the project.
ETSt Foik Savannah Creek is not characteristic of habitat for tlie App�lachian elktoe or tlie sickletin
redhorse.
Tlie Carolina northern flying squirrel, tlie rock gnome lichen, and spruee-fir moss spider are species
tl�at reqiiire relatively high elevation habitats. Tlie elevation at tlie site is Tpproaimately 2780,
wliich e]iminates the potential for tiie Carolina northern flying squirrel and the spruce-fir moss
spider aud significantly reduces the potential for Uie rock ��oiue ]icheil. Although the rock guome
lichen typically occurs at high elevations, it can occur at lo�ver elevations �vhere tl�ere are suitable
habitat conditions.
The rock guome lichen is limited primarily to vertical rock faces wl�ere seepage water from forest
soils above flo�vs only at veiy �vet periods. It appears the species needs a moderate amount of liglit
but cannot tolerate intense solar eYposure. The species appears to be restricted to arcas of high
lminidity, either at high elevations, �vhere it is Yrequentlp batlied in fog, or in deep gorges at lower
elevations. There was no veitical rock substrate observed in the area to be affected.
17�e lerrestri�l habitat at the project site has been disturbed due to single family iesideuces, State
Roads, private drive�vays and die bridge. The project was checked for poteutial habitat for listed
species ou July I, 2013. No staining or guauo �vas observed of� tlie bridge structai'e aud liabitat did
not appear to be suitable for sinall whorled pogonia. Additionally, wetland habitat required by tlie
s���amp piiilc is also lacking at the site.
The project is limited in scope; therefore, tlte potential to affect downstceam habitat is miuimal.
�i•osion and sedimentation control measures �vill be implemented to fiirtlter miuimize the potential
to adversel}� affect downstream aquatic habitat. No tlu•eatened or endangered species were observed
dm�ing the field scopiug process and habitat appeais to be lacking at tlie project site. For tliese
re�sons and those discussed above, we recommeud a"uo effcet" determination for tlu�eatened and
endaugered species.
This project �vas review�ed by NCDOT's Human Environment Unit iu 2012 for potential affects to
historic architecture and archacology. The project was surveyed for both historic arcl�itecture and
archaeologp. Based on the surveys it �vas determined there would be no effect on tlie respective
resources (see attached SHPO forms).
NCDOT best ivanagemeut practices ��vill be used to uii�iimize and conh�ol erosion and sedimentation
on tliis project. The construetion foreivan will review all erosion control measures daily to ensw•e

erosion and sedimentation arc being controlled effectivel}�. If tlie devices are not fiulctioniug as
intended, they will be replaced iinmediately witli better devices.
Impacts to Waters of tLe United States
East Fork Savannah Creek (DWQ Class: C, Tr) is shown on the USGS topographic m�p as a
perennial stream. The chamiel is well deti��ed with a substrate of boulders, cobblc, gravel and sand
is approsimately 10 feet in width. Tl�e stream has sufficient flo�v to support rainbow trout aud other
aquatic life. East Pork Savuwah Creek flows appro�iuiately 2.8 miles to Savaimah Creek which
then flows appro�imately 4.7 iniles to the Tuckasegee River. The 'l�uckasegee River ineets tlie
definitio�i of a TraditiouTl Navigable Water. For tliese reasais, �ve Uelieve East Fork Savannali
Creek and the uiwamed tributary �re Relatively Permanent Waters and are ander the jurisdiction of
the U.S. Army Cotps of Engi�ieers. In order to coustruet the project, it ���ill be necessa�y to impact
waters of tlie United States in the Little I'eimessee River Basin (HUC 06010203). Specilically,
NCDOT is re�iiesting to repl�ce Bridge No. 207 in Jackson Couuty. Listed below is a summary of
