As specified in Condition #33 of the Individual Certification, Atlantic Coast Pipeline, LLC (Atlantic) is providing the enclosed supplemental information to address project modifications due to minor route adjustments and new workspaces since the approval letter from the North Carolina Department of Environmental Quality (NCDEQ) in January 2018. Newly delineated or impacted features based on these project modifications are identified on maps enclosed in Attachment 1, with red polygons representing new waterbodies and bright green polygons representing new wetlands. In addition, Attachment 2 includes updated impact tables. Table 1 includes all impacts, with new features identified in colored text. Tables 2 and 3 are HUC 8 summary tables for wetlands and waterbodies, respectively. Impacts to wetlands and waterbodies associated with construction of the ACP in North Carolina will include 39,077 linear feet of temporary stream impacts and 452.18 acres of temporary wetland impacts. In addition, impacts will include 156.93 acres of wetland conversion impacts, 132 linear feet of permanent impacts to waterbodies, and 0.31 acre of permanent impacts to wetlands. Revisions to the previously submitted impacts are primarily due to changes related to access roads, as well as updates to impacts associated with minor route adjustments. Datasheets for features with impacts that are new since the approval in January 2018 are included as Attachment 3 on the enclosed DVD. NCDEQ — Individual Water Quality Certification Atlantic Coast Pipeline — Supplement Materials July 15, 2019 Page 2 of 3 In addition, Atlantic is providing an updated riparian buffer impact table based on waterbodies that are subject to the riparian buffer permitting rules. Table 5 in Attachment 2 is an update to the same table provided in the original permit application materials. Overall, there is a reduction of 42,154 square feet (approximately one acre) of proposed overlap of Project workspace with riparian buffers due to project changes. Maps that correspond to Table 5 are included in Attachment 1. Based on the riparian buffer impacts review, no additional compensatory mitigation for riparian buffers is required for the Project. Atlantic has reviewed the conditions of the Individual Certification and updates are provided according to each of the conditions listed below. Condition 1- Impacts Approved; Atlantic has enclosed updated impact tables in Attachment 2, with associated maps in Attachment 1. Condition. 2- Compensatory Mitigation. As noted above, no addition compensatory mitigation is required based on the changes to riparian buffer impacts. Changes to compensatory mitigation required for wetland and/or waterbody impacts will be coordinated with the U.S. Army Corps of Engineers — Wilmington District, and should additional mitigation be required, Atlantic will secure mitigation credits prior to completing work at any new impact sites that require compensatory mitigation. Atlantic has reviewed and understands that the remaining conditions (Individual 401 Water Quality Certification and Tar-Pamlico/Neusc Riparian Buffer Impact Authorization; Conditions 3-39) with the original approval letter dated January 26, 2018, remain applicable and are unchanged based on the modifications submitted herein. Although Atlantic's verification is currently subject to a temporary administrative suspension pending resolution of unrelated Section 401 modifications in West Virginia (applicable to the verifications in the Huntington and Pittsburgh Districts), we are providing this supplement with the expectation that the suspension will be eligible to be lifted and the verification reinstated in the third quarter of 2019.
