This letter serves as the official response from Winston-Salem/Forsyth County Utilities (WSFC
Utilities) to the North Carolina Department of Environmental Quality, Division of Water
Resources Notice of Intent to Enforce Civil Penalty for the December 17, 2020 sanitary sewer
overflow (SSO), Incident #202003504, located at 1155 Hubert Court in Winston-Salem. The
incident was a direct result of residential grease, wipes and roots.
On December 17, 2020 at 8:00am, an SSO occurred at 1155 Hubert Court. First responders
arrived with a combination jet/vacuum truck and were able to remove grease and wipes from
the sewer main and resume normal flow by 10:30am. The crew turned the soil, spread straw
and washed the immediate upstream and downstream mains to ensure all grease and debris
were removed. The quick action taken by first responders resulted in less than half of the total
spill volume reaching surface waters.
After cleaning, we CCTVed the lines and confirmed there was no further damage or remaining
deposits. Can the Grease and No Wipes in Pipes literature and promotional items were
distributed to homes near the spill site.
WSFC Utilities continues to make progress minimizing SSOs and has the proper programs in
place to continue preventative cleaning of the collection system. In addition to this successful
strategy, the No Wipes in Pipes campaign is making an impact with public outreach and
education.
