The area of potential effects is 75 feet either side from the centerline of the roadway/bridge and 300 feet from either end of the bridge. Project length is approximately 500 feet. Bridge no. 253 is in poor condition and selected to be replaced under the State Funded Bridge Replacement Program -Design -Build Year 2. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Review of flPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes was conducted on 6/23/12. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). There is one National Register study -listed property, the George Morgan House (AM 0298), just south of the APE. The CRS also reviewed Alamance County GIS and tax records and according to their data no properties within the APE are over the age of fifty years old. Additionally, Bridge no. 253 was not included in the NCDOT Historic Bridge Survey; however, it is a standard bridge design that is neither distinctive in its type nor engineering. The George Morgan House (AM0298) sits well outside of the APE so as not to be affected by project or construction activities. Thus, a survey is not required for this project. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: HPO quad maps, HPOweb GIS mapping, Alamance County GIS/tax records, Google maps and Google Street View are considered valid tools for the purposes of determining the likelihood of historic resources being present. A survey is not required for this project. While no preliminary plans were available at the time of review, the project is described as replacing the bridge on the existing alignment and in the same location with possible ditch -line impacts. The proposed project area extends 300 feet (45.72 meters) from either end of the existing bridge, so that it will be at least 600 feet long (91.44 meters). The project area will also be 150 feet (22.86 meters) wide, so that the proposed APE will encompass more than 2 acres (nearly .84 hectares). United States Army Corps of Engineer permits are anticipated. An off -site detour will be employed during construction. SUMMARY OF FINDINGS The North Carolina Department of Transportation (NCDOT) reviewed the subject project and determined: Historic Architecture/Landscapes ❑ There are no National Register -listed or Study Listed properties within the project's area of potential effects. ❑ There are no properties less than fifty years old which are considered to meet Criteria Consideration G within the project's area of potential effects. ❑ There are no properties within the project's area of potential effects. ❑ There are properties over fifty years old within the area of potential effects, but they do not meet the criteria for listing on the National Register. ❑ All properties greater than 50 years of age located in the APE have been considered and all compliance for historic architecture with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. ❑ There are no historic properties present or affected by this project. NCDOT Archaeology & Historic Architecture Groups SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: As noted on the Survey Required Form dated August 17, 2012, no previously identified archaeological resources are recorded in the project area, but a large number of archaeological sites have been recorded within a 2-mile radius of the bridge in both alluvial and upland physiographic settings. A reconnaissance investigation to evaluate the potential for archaeological resources was considered a prudent course of action. The reconnaissance investigations for the proposed replacement of Bridge No. 253 were undertaken by NCDOT staff archaeologists, Shane Petersen and Brian Overton on August 24, 2012. It immediately became apparent upon arriving at the project area, that the modified easement south of Bridge No. 253 is very wide, at present and that the proposed APE barely extends beyond the cut -slopes of the existing ditch - line in this portion of the APE. On the north side of Brickhouse Creek, the property to the west of Rumley Road has been drastically altered by the construction of a driveway, fence, and a large pond. To the east of Rumley Road (and south of its intersection with Shoreline Trail) lies a fallow field behind a fence. Little of this field beyond the fence -line falls within the proposed APE, and those areas that are within the APWE are considered to be too sloped to have a significant potential for NRHP-eligible resources. No further archaeological investigations are recommended for the replacement of Bridge No. 253 as proposed. Should the project change further investigation may be necessary. The project as described should be considered to be compliant with Section 106 and NCGS121-12a.
